Feds Hog Tie William Beavers, The Hog With The Big Nuts

February 24, 2012 - County Commissioner William Beavers has been indicted on federal charges of tax fraud.  According to a statement from the U.S. Attorney’s Office, Beavers was indicted on Thursday, February 23 "for allegedly obstructing the Internal Revenue Service and failing to report, and pay taxes on, all of his income." The indictment was announced by U.S. Attorney Patrick Fitzgerald.

The federal charges allege that Beavers, 77, "concealed his under-reporting of income and underpayment of taxes on thousands of dollars that he converted to personal use from his campaign accounts—including more than $68,000 in personal gain on one occasion that was not reported—as well as from his county discretionary spending account."

Altogether, Fitzgerald said that Beavers owes over $226,000 that "he took from his campaign funds and his county expense account to go gambling and to boost his city pension," reports the Sun-Times. "The crime was not taking the money ­— it was failing to report it and pay taxes on it when he converted it to personal use, Fitzgerald said."

Beavers is a man known for outrageous statements, and the indictment was incitement for yet another one from him. Beavers claims that he indicted because "he refused to wear a wire on fellow Commissioner John Daley," says the Sun-Times. “They tried to get to me to become a stool pigeon, and I wouldn’t become a stool pigeon,” Beavers said Thursday, when he learned of the indictment from the Sun-Times. “They wanted me to wear a wire on John Daley. S---.” He said he had no idea why the feds would want him to wear a wire.

Beavers is a man with no class. Before heading back into the county board meeting in 2007, Beavers turned to reporters and loudly declared that that he is “the hog with the big nuts and I’m gonna tell you what it is.”  (What is it about Democrats that makes so frequently speak about their gonads?)

Between 2006 and 2008, says the U.S. Attorney’s Office, "Beavers allegedly paid himself more than $225,000 from three separate campaign accounts and used at least a portion of those funds for personal purposes, including gambling. In 2006, he used more than $68,000 from a campaign account to boost his city pension, and between 2006 and 2008, he used his $1,200 monthly county contingency account for personal purposes without reporting any of these funds as income on his federal tax returns, the indictment alleges."

In his announcement of the charges against Beavers, U.S. Attorney Patrick Fitzgerald said, "If politicians choose to use their campaign funds for personal use then they, like all the citizens they serve, share the obligation to honestly report their income and pay the correct amount of taxes,” he said. “The indictment alleges that over a course of three years, Commissioner Beavers repeatedly used his campaign accounts for personal use and then thwarted the Internal Revenue Service by causing his campaign committees to create false records to cover it up.”

Mayor Daley Gets the Tea Party. Why Doesn't Springfield?

Our original plan for the 2010 Chicago Tax Day Tea Party was to again hold it in Federal Plaza, site of the first Tax Day Tea Party in 2009. Unfortunately, we needed to change those plans when we were notified Federal Plaza would be under construction the week of the Tea Party (insert conspiracy theory here).
Daley Plaza actually turned out to be a great location. We had a massive crowd that would not have fit in Federal Plaza, and even more people who needed to hear our message had a chance to.....because we were right outside their window.
Mayor Daley Agrees with the Tea Party
Thousands of concerned Americans gathered right across the street from Mayor Daley's City Hall office on tax day and he heard us loud and clear. Daley estimated the crowd at the Chicago Tax Day Tea Party at 20,000 people. I nominate Mayor Daley to provide the official crowd estimate for all tea party rallies from now on, particularly in DC. But the numbers that really matter are the trillions of dollars being spent by government at every level: federal, state, county and city.
Mayor Daley proposed a budget this year that cut costs slightly and did not raise taxes. City employees are earning less money in this economy because they are being forced to take furlough days. Daley himself has taken 29 unpaid days off this year, his cabinet has taken 24. Daley criticized Washington and Springfield at his press conference this week. Daley pointed out, "There isn’t one state employee or federal employee taking any time off. You wonder, why not?" Why not indeed.
Daley went on to wonder, "Don’t they realize that this is a national recession? Don’t they realize that people are suffering? There’s where the disgruntled attitude is — that they don’t get it. ... They’re living in the Washington or Springfield bubble.”
Daley is not the only politician that noticed
Forrest Claypool's campaign staffers were in Daley Plaza at the Tea Party collecting signatures for his independent run for Cook County Assessor. A message for Commissioner Claypool: you're running an independent campaign against higher taxes, corruption and politics as usual - so are we. We are open to your message and look forward to hearing what you have to say - hope you do the same.
Sadly, Pat Quinn still does not get it
While a select few Chicago and Cook County pols are hearing the Tea Party Movement message of lower taxes, lower spending and lower deficits, the same can not be said about the unelected Governor of IL, Pat Quinn. He is still proposing a 33% increase in the income tax and tried to impose a tax on iPhones and digital downloads. Even Quinn realized what a horrific idea the iTax was and quickly backed off the very next day. Maybe it's time for the Chicago Tea Party and the other 50 groups in Illinois Tea to pay a visit to our representatives in Springfield. We can not afford a tax increase in this economy. We can not afford the job losses that would occur as a result. The public sector unions were not shy about going to Springfield to demand more money. Is it time for the people to go to Springfield? Todd Stroger's Dirty Little Race War

We knew that Todd Stroger and his supporters would play the race card during his re-election for President of the Cook County Board. Even we, however, did not expect the Stroger camp to drag the Democrat primary election fight this low. Alex Parker reports that "a number of leaflets using racist language, purportedly being distributed by his supporters, are outlining an 'Irish' conspiracy allegedly coordinated by Mayor Richard M. Daley, Gov. Pat Quinn and Illinois House Speaker Michael Madigan to keep Stroger out of office." Parker's post, at Chicago Current, goes on to say that "The fliers, which claim to be from the so-called 'Soldiers for Stroger,' encourage voters to vote for Stroger 'in the spirit of Black History Month and Dr. King’s birthday.' Yet they call the Daley, Quinn and Madigan 'massa,' and disparage a number of other local politicos. The Illinois Review blog was the first to report on the fliers." Garrido Hails End of Cook County Tax Dictatorship

Republican candidate for Cook County Board President John Garrido issued the following statement regarding the vote by the Illinois House of Representatives to end the autocratic veto override threshold in Cook County from four-fifths (80%) of the County Commissioners to three-fifths (60%): "I applaud the Illinois House for taking a step in the right direction by ending Stroger's autocratic enforcement of the high Cook County sales tax. I encourage the members of the Illinois Senate and the Governor to follow the example of the ninety-five representatives of the Illinois House that voted to approve the veto override legislation. "When we have to rely on the state government to lower our taxes and defend our democracy instead of the locally-elected county government, something is tragically askew. That tragedy is Todd Stroger's administration, and it must end."

Race-Based Voting Encouraged in Cook County

The Chicago Defender's headline today (July 8) is the first red flag: "Four Black candidates--so far--for county board president." The Defender, which bills itself as "the nation’s most influential Black weekly newspaper," notes that some African-Americans are worried that a "non-Black" candidate might win. Writer Wendell Hutson says so:

"Many are concerned that having all four of them in the race will split the Black vote, paving the way for a non-Black candidate to take the office," writes Hutson. He quotes Circuit Court of Cook County Dorothy Brown, who is running against Stroger, as saying that she is "concerned about the Black vote being split." She's worried that such a split might pave the way for a "non-Black" to become the next President of the Cook County Board in the February 2, 2010 election.

Imagine, if you will, a White or Hispanic candidate saying such a thing. What if a non-Black candidate openly expressed dismay that a "non-White" or "non-Hispanic" person might win? Of course, there would be cries of racism and outrage. Let's see who calls out Dorothy Brown for her racist remark.

It's a (true) cliche by now that 80-90% of Black voters tend to cast ballots based solely on the race of the candidates, when a Black candidate is one of their choices. That's what got Todd Stroger elected in 2006, despite the fact that most voters knew that he was not the best qualified candidate. I recall a number of well-educated Black acquaintances telling me that they would vote for Stroger because they had to "support the brother." Stroger was running against a non-Black candidate then, you see, and these smart Black voters just had to go with the non-White guy.

To a person, those acquaintances expressed regret months later for having done so. None of them would admit that their choice was based entirely on racist motivation, and their decision gave Cook County a corrupt, waste-ridden Stroger Administration. Corruption and waste are nothing new to Cook County government, of course, but Stroger has taken it to a new low with the hiring of many inept relatives, friends and cronies. Had to go with the brother. Non-Black guy Tony Peraica, a respected reformer who is a commissioner on the Cook County Board, lost to Stroger primarily because of race.

That racist voting tendency, long nurtured by the Democrat Party and reinforced by ignorant parents, is alive and well in 2009. Although the Black candidates running against Stroger are each better qualified, in my opinion, we still here them talking about splitting the Black vote. So far, no "non-Black" person has declared their candidacy for Cook County Board President, only Black Democrats. If a highly qualified non-Black person throws his or her hat into the ring, will Black voters in Cook County again reject that non-Black because of race? You can bet they will.

Iran Protesters Braver Than "Tea Party" Protesters

The whole world loves Obama? Not quite. Iranians, upset back in January by Obama's failure to do anything substantial regarding Gaza, are not exactly fans of Barack Obama. More recently, many Iranians are dissing Obama for his gutless lack of any condemnation of the obvious election fraud there last week. Photos of the Gutless Appeaser were burned in January (click photo for link), others were made to look as though blood was dripping from his lying mouth, and still others were placed on the ground to be trampled upon. Today, hundreds of thousands of Iranian people are risking arrest or even being shot by police as they disobey anti-rally orders as they march through the streets. Most Tea Party protesters, in contrast, won't attend a rally if they can't be assured of a good parking space, a latte for the march and a nice place to grab lunch afterward. In most of the rest of the world, freedom is still thought of as something worth dying for - or at least risking latte deprivation for. Ironically and sadly, too many Americans no longer bother to get out of their easy chairs to stand up for their fundamental rights. Now, I ask you, when will the timid and so-far gutless Tea Party "protesters" start getting serious and doing this? "What?!?" you say, "how can you ask that?!? Are you suggesting that Tea Party protesters burn Obama in effigy?" Damned right I am. Democrats have burned effigies of every Republican president since Lincoln. And remember, folks, dissent is patriotic. Haven't you heard? While some Iranians were chanting "Death to Obama," I would urge people to NOT do that. It's not only illegal and stupid and wrong, it's also what Democrats and leftists have chanted about every Republican president since Lincoln. While I would urge adopting some tactics of the Left, we don't want to become too much like them. And while we're at it, let's ask ourselves why in hell the residents of Cook County haven't yet picked up pitchforks and torches and stormed Cook County offices. "What?!?" you might say, "how can you ask that?!? Are you suggesting that people storm the offices of Cook County government?" Damned straight. After all, the people of Iran are upset about an election being stolen. What the hell do you think Todd Stroger and the iron-fisted tyrants of the Cook County Democrat Party did in 2006? Torture, Abuse at Cook County Jail

The next time you hear about "torture" at Gitmo, think about Dr. Linda Lorincz Shelton. She has suffered real torture and abuse right here in Cook County. If you are concerned about torture and abuse by law enforcement officials, violations of human rights by Cook County officials, or the horrible conditions at Cermak Hospital and Cook County Jail, you should know her story. Dr. Shelton is a pediatrician and mental health service provider (presently unlicensed), former medical and biological sciences research scientist (molecular biology, immunology, and experimental pathology with minor experience in forensic pathology), internet writer, civil rights activist, and ex-con. Whoa, "ex-con?" As she writes, she was "wrongfully incarcerated for the false allegation of kicking an officer with my partially paralyzed leg in retaliation for my whistle blower activities against corrupt officials, police, and courts in Illinois and Cook County." She writes extensively - and brilliantly - about the torture and medical neglect that she says she suffered in Cook County Jail and under the heinous, David Fagus-run Cermak Hospital, the jail's infirmary. (Fagus is also the 49th Ward Democrat Committeeman in Chicago, and a close political ally of Alderman Joe Moore. Neither has publicly condemned the repeated human rights violations of Cook County Jail or Cermak Hospital.) Peraica Demands Stroger Resign

Cook County Board member Tony Peraica is calling for board president Todd Stroger to resign immediately. Peraica, a Republican, says Democrat Stroger should step down in light of numerous hiring scandals. "The corruption he said he was going to root out," Peraica told Fox Chicago, "has continued unabated." See the video at Fox Chicago. Stroger, like former Governor Rod Blagojevich, has been empowered by local Democrats. Many still support him. In November, 2006, Chicago Tribune columnist Eric Zorn noted that Obama and Durbin were among Stroger's staunchest supporters: Obama's staff released a profoundly disheartening letter to voters this week in which Obama, joined by Sen. Dick Durbin, endorsed Cook County Board presidential candidate Todd Stroger. The letter, which puffs lots of hot air into the saggy balloon of Stroger's legislative resume, refers to him as "a good progressive Democrat" who will "lead us into a new era of Cook County government." Tony Peraica Attacks John Daley, Todd Stroger

Cook County Commissioner Tony Peraica, one of the few in our county government who gives a rat's butt about the taxpayers, has the following on his Reform Cook County website. Cook County Commissioner (and Chicago Ward Boss/brother of the mayor) John Daley wrote a letter in today’s Daily Herald criticizing Commissioner Tony Peraica for his actions during the recent county budget negotiations. He’s just mad because Tony opposed his (and Todd Stroger’s efforts) to grow the payroll, increase the size of the budget and heap $740 million in new bonds on the county taxpayers. He’s also upset that Tony opposed - and will continue to attempt to repeal - the massive sales tax increase he and Todd Stroger forced through last year. Tony’s Record is Clear: Protecting the Taxpayers Back in September, Tony was one of only four commissioners to vote against the bond issue, because it would have heaped massive debt on the county taxpayers during a recession. During budget negotiations, Tony proposed a modest 6% budget cut and additional compromise cuts - and helped lead the charge against the massive bonds. In a victory for the county taxpayers, we’re proud to say that the county board passed a budget that included no new tax increases and none of the massive borrowing sought by John Daley and Todd Stroger. Nowicki Calls Quigley Stroger's "Yes-Man"

Julia Nowicki, who is leaving her position as Cook County compliance officer, has a lot to say about patronage (read "corruption") under the regime of Todd Stroger. A revealing article on March 5, by friend Angela Caputo, gives a look at the dishonesty and lack of transparency in Cook County's government. She wrote this in Progress Illinois: Cook County Board President Todd Stroger was on the defense yesterday, calling outgoing compliance officer Julia Nowicki “a little disillusioned” after she reiterated quite forcefully that his administration continues to drag its feet on several court-ordered recommendations aimed at rooting out patronage. That's just a teaser. The rest of Caputo's article sizzles with the rump meat of Stroger over an open fire. Oh, and the rump of Mike Quigley is on the fire, too. Quigley has been a staunch supporter of Stroger, although he will now try to distance himself from him since winning the Demcrat primary for the Illinois 5th Congressional District seat this past Tuesday. Caputo jumps all over Quigley, sticking him on the same skewer as Stroger (emphasis added): As Nowicki rightly points out, it’s not the job of the compliance officer to root out illegal patronage: “It’s your job,” she wrote to the commissioners. With only a handful of Stroger critics on the board, the rebuke ought to be a reminder to the powers that be that taxpayers can’t afford another yes-man to fill Commissioner Mike Quigley’s seat when he presumably heads to Congress later this year. Todd Stroger: The Beating Continues

Cook County Commissioner Tony Peraica reports that the new budget was passed "with no new tax increases and without the massive new borrowing" that His Lordship Todd Stroger wanted. That is very good news, but it's a bit like saying you're happy to learn that your neighbor will not increase the number of times that he beats up his wife per week. The beating continues at the same pace, he just won't increase the frequency. Todd Stroger continues to beat up the taxpayers. Paul Vallas Might Run, Might Not

Finally. A Republican who just might win in Cook County: Paul Vallas. And he just might run. Yep, he's considering it, and if he does he will do it as a Republican. Carol Marin had this about Vallas announcing that he will challenge Todd "Shorty" Stroger for the position of Cook County Board President. Paul Vallas is ready to run again. "Cook County is broken, and I like fixing things that are broken." The speed-talking, reform-minded maverick who was CEO of Chicago Public Schools under Mayor Daley, then lost the 2002 gubernatorial primary to Rod Blagojevich by just 25,000 votes, went on to make a national name rescuing school districts in Philadelphia and New Orleans.. HOWEVER, it is not yet certain that Vallas will run, as noted today in New Orleans by NOLA.com (emphasis added): The Chicago media reported unequivocally Wednesday that Vallas plans to leave New Orleans at the end of the 2009 calendar year to run for the office. But Vallas was less clear-cut in subsequent interviews. "It's not definitive that I'm running," he said. Peraica Resolution Getting Attention

Yesterday, Tony Peraica introduced a resolution to put the Cook County check register online. Sounds like a good idea, and it's already getting widespread attention in the media (see Peraica’s Transparency Resolution Attracting Attention). According to Peraica, "This simple move will bring full transparency to Cook County's budget, which is bloated and full of waste, fraud and abuse."
