Tammy Duckworth: Tax Cheat?

Tammy Duckworth: Tax Cheat?
August 23, 2012 - Tammy Duckworth is running for Congress against incumbent Joe Walsh in the 8th District. Walsh has some new political ammo to use against his rival. It seems that Duckworth "improperly claimed two homeowner exemptions at once over a period of several years, a Daily Herald investigation has found."

Gosh! A Democrat cheating on taxes? Say it ain't so! According to reports, Duckworth's spokesman Kaitlin Fahey "said Duckworth was unaware she had been claiming two homeowner exemptions between 2007 and 2010."

Really? Is Duckworth really that stupid, that unaware of her own homeowner finances? Or does she think that voters are really so stupid that they'll believe that she didn't know about her own claimed exemptions?

The Daily Herald notes that tax records "show Duckworth claimed homestead exemptions in both DeKalb and Cook counties from 2007 to 2010," and that Illinois law says that only one exemption can be claimed "on the property that is their primary residence."

"Duckworth says she'll pay the approximately $1,900 she saved over the four years and a late fee," reports NBC Chicago.

A Year Later, Illinois Tax Hikes Are Miserable Failure

January 12, 2012 - ILLINOIS - Every  conservative in this tax burdened state knew things would only get worse when the Democrat-controlled legislature raised taxes in January one year ago. We warned, we screamed, that it would discourage new business ventures and chase away existing ones. They did not listen. They never do.

A year ago today, the Illinois General Assembly decided to raise the individual income tax rate by a whopping 67%. The corporate income tax rate was increased by 46%.

Even a few of the libs here (those with partial regrowth of their frontal lobes) knew this would happen. What, then, is wrong with Gov. Quinn and the rest of the mentally-challenged Democrat legislators in Springfield?

“We have some temporary tax increases that are designed to pay our bills, get Illinois back on fiscal sound footing and make sure that our state has a strong economy.” - Gov. Pat Quinn, Democrat, Illinois

Note Gov. Quinn's use of the phrase "temporary tax increases." Turns out it might be as "temporary" as the tolls on Illinois highways: It's here for good, in other words.

A stunning (but not surprising) report released today by the Illinois Policy Institute (IPI) notes that Quinn's tax hike not only didn't work, it caused more damage to the state's economy. "One year later,"says IPI, "it’s clear the tax hike was the solution to neither Illinois’ fiscal problems nor its continuing economic decline. Today things are worse." IPI's report, called "The Verdict Is In: The Tax Hike Failed," goes on to cite reasons why:

1.  Spending grew, bills went unpaid and pension reform stalled.

2.  Illinois’ unemployment problem worsened.

3. The tax hike made Illinois less competitive and forced businesses to leave the state.

The full report, of course, gives very detailed information about the above reasons for the tax hike's failure to mend the Illinois economy.

IPI also points out that "The tax hike spurred a number of companies to leave or threaten to leave. The state resorted to handing out tax incentives to keep large businesses from leaving. This reinforced Illinois’ reputation of favoring the powerful and connected at the expense of everyone else. It is this perception – grounded in reality – that keeps many entrepreneurs from even considering Illinois as a place to found or grow their business," and "Overall, Illinois fell to 28th place in 2012, from 16th place in 2011 (revised). In particular, Illinois fell 16 places in the corporate sub-index, dropping to 45th in the nation, from 29th prior to the tax hike."

WJBC notes today that "The increases are estimated to bring in about $7 billion in revenue for 2011, but even that shot of cash is not expected to cover expenditures. Quinn’s budget office projects that the state will run a deficit of $507 million this fiscal year and an even larger deficit of $818 million in fiscal 2015, when the majority of income tax increases are set to expire, and he has not identified how to balance that budget." Well, ain't that great? Happy new year, Illinois.

The Illinois budget is still out of control, thanks to Quinn's band of progressive liberal morons in Springfield. "Quinn’s budget office projects that the state will run a deficit of $507 million this fiscal year," says the WJBC report, "and an even larger deficit of $818 million in fiscal 2015, when the majority of income tax increases are set to expire, and he has not identified how to balance that budget."

EXCLUSIVE: Herman Cain's Secret Video, 'EPA Gone Wild'

October 8, 2011 - Herman Cain uploaded a new video today, in which he calls the Environmental Protection Agency (EPA) a jobs killer and promises to reign it in should he be elected president in 2012. He says the EPA needs "an attitude adjustment." The video has the simple title of "GOv GOne WIld.MOV." Watch the video below. Cain stands on a dark street in Washington, D.C. It's either night or early morning. There is no description available. It seems that this video was uploaded to YouTube with no editing. The video is apparently intended only for campaign workers and supporters, as he thanks them for their work. Here is a partial transcript of what Cain says in the video: "Hello, I'm Herman Cain. I want to first thank all of you for realizing something that a lot of people in this country haven't realized yet, but you have and you have done something about it... As I'm on this presidential campaign journey, I have also raised the alarm about something that's happening in Washington, D.C. that's killing jobs and taking away many of our liberties. I describe it as government gone wild. Specifically, the EPA gone wild. One of the things that I'm going to do as president of the United States is to make sure that the Environmental Protection Agency gets an attitude adjustment.... We will transform the EPA from an organization that believes that the taxpayers work for them, to an organization that understands that they work for us." Herman Cain has long been openly critical of the EPA. In a debate in September, Cain was asked which federal department he would eliminate first if he became president. He answered that he would "start with the EPA and start all over." The video doesn't even show on Cain's YouTube channel "thehermancain" yet, and might never. As of 5:30 PM ET, the video information says it was uploaded "6 hours ago," which would have been 11:30 AM ET. In fact, this video is "unlisted." Only those with the link can see it. Of course, those who visit Chicago News Bench can also see it.

Is This Any Way To Revolt? April 15 March on Springfield Will Last Only Two Hours

This is nice, but it would have been nicer to see this kind of effort back in December or January before the Quinn tax hike became law. Well, let's move forward with this march on the Illinois capitol, shall we? It'll be a nice little outing. Here's what the invitation says on the Tea Party's Facebook page: "This is your chance to express yourself and your voice regarding the outrageous tax hikes imposed by a Lame Duck Legislature and Democrat Governor." Okay, that's great -- but what if the Tea Party had a thousand or more people camping out on the steps of the Capitol Building before the tax hikes were imposed? Uhm, wait minute - the "revolt" is scheduled to last only two hours? What the hell kind of "revolt" is that?!? Will there be biscuits and scones served at this timid tea party? The title of their Facebook page is "Statewide March on Springfield - THE ILLINOIS STATE WIDE TAX REVOLT." Wait a minute. "Revolt?" Come on, Tea Party, get with the program. You don't "revolt" by politely scheduling a brief, two-hour outing. Nope, you need to stir things up a bit, as I called for last month. Seriously, how far do you think George Washington and his compatriots would have gotten with these milque toast tactics?

Tea Party Next Move? My Call For Civil Disobedience (Updated)

Note/Update, June 29, 2012: In light of yesterday's U.S. Supreme Court ruling that upheld the mandate in Obamacare, I feel that this post is more relevant than ever. I wrote it with Illinois in mind, but the idea applies to the whole nation.
***
Where was the Tea Party in January, 2011? In Illinois, they seemed to be asleep at the wheel in the days leading up to voting in the State Legislature for one of the worst tax hikes ever. UPDATE, Feb. 2, 2011: Is This Any Way To Revolt? April 15 March on Springfield Will Last Only Two Hours

During his campaign last year, Governor Pat Quinn warned voters that he would raise taxes. Don’t worry, he assured us, it will be a very small increase. He repeated that publicly during his campaign, and enough voters either didn’t hear him, didn’t understand the implications of what he said, or are so ignorant of basic economics that they did not realize that any rise in taxes - especially at this crucial time in this economic crisis - might just actually be good for Illinois.

Those of us who did not vote for Quinn, of course, knew better. Now, of course, even the fools who voted for him know better. We all know, too late, that Pat Quinn lied. Pundits are now calling him “Quinnochio.”

Quinn promised that he would raise personal income taxes, but only by one percent. Instead, he backed a package that increased it by 66 percent (from 3 percent to 5 percent). The corporate income tax rose by 45 percent (from from 4.8 percent to 7 percent). The lawmakers in Springfield voted on these increases in the wee hours of the morning.

Judy Baar Topinka, the newly elected State Comptroller, pointed out that the combination of all taxes that businesses will now suffer makes Illinois the highest taxing state in the industrialized world. Combined with the rise in personal income tax, residents of Illinois will soon realize that employers will be even less reluctant to hire than they were last year. They will realize that some employers will have to go out of business, while others move operations out of Illinois, thus further increasing unemployment.

To add insult to injury, Quinn and his accomplices in the Legislature not only increased taxes massively, they even increased spending by two percent. All of this hurts not only taxpayers. Even the unemployed are badly affected by tax hikes, because it will mean high retail prices, higher rents, and so on.

We saw a lot of Tea Party speeches and rallies against Obamacare in the past two years, much of it here in Chicago where the Tea Party movement got its start. They argued, rightly, that Obamacare would be devastating to businesses, raise unemployment, and so on. The Quinn tax hikes will do the same thing, but with an important difference: The harmful effects will directly affect every employer and employee, every retailer and wholesaler, every retired and the unemployed person in Illinois.

Unlike Obamacare, some of the effects of which will not be felt for years, the Quinn tax hikes are a boot placed on our throats immediately. The people of Illinois are the victims of fiscal and economic gang rape. The Tea Party, coming off a two-year lather over national politics, has been virtually silent about Quinn’s taxes.

Surely, one would have thought, the Tea Party movement would have been in a fury in the days leading up to the vote to raise taxes. Certainly, one would have expected, Tea Party movement groups from around Illinois would have bused thousands of concerned sympathizers to Springfield to march and speak and peacefully protest. Undoubtedly, one may have hoped, the Tea Party movement would not sit idly by while Pat Quinn and Company were about to kick the living hell out of us. It didn’t happen.

Some Tea Party groups did call on their followers to make phone calls and send emails. That’s all well and good, and it’s a needed part of the overall strategy. It’s not enough, however.

The Tea Party movement’s magnificent efforts had an historic effect on the November 2010 elections, but in Illinois they seem to have missed the forest for the trees. Granted, the movement toppled many of those who violated their oath to uphold the Constitution and misrepresented their constituents. It successfully installed many who profess sympathy to conservative values and loyalty to the Constitution. Still, while all that was being done, elections within Illinois were given secondary attention.

Change came to Washington, D.C., but less change came to Springfield, Illinois. The “lame duck” Congress passed a few monstrosities before the 111th dissolved. The “lame duck” Illinois legislature did the same, including the obscene tax increase package championed by Governor Quinn. What’s next? Last November is history. Since then, we have heard loud vocal warnings from Tea Party groups nationwide to the new crop of freshman members of Congress. “You better not disappoint us,” was the cry, “because we’ll be watching and taking notes.” That carried the implied threat of unseating those who don’t perform to the Tea Party’s expectations come the next election. But that’s about all we saw. When a Tea Party rally was needed more than ever in Springfield, it didn’t happen.

In Illinois, the Tea Party movement missed a huge opportunity in January. Satisfied with their nationwide effect on Congressional races, the movement has reclined and fallen into a kind of self-satisfied nap.

The rallies in public parks, on farms and in rented halls that we’ve seen over the past two years have served us well. They served to fire up the movement and to help recruit new membership. They will remain important for those purposes, but they are no longer enough. Rallies far and away from the centers of power and authority are now seen by the governing elite as mildly annoying events. They’ve gotten used to them, and they understand that a bunch of people politely listening to speeches in a park pose no challenge to their physical space.

This is where civil disobedience comes into play, and even becomes a necessary next step. Imagine a rally of a thousand Tea Party people covering the steps of the State Capitol, a couple of hundred who overflow into the building itself. Imagine those thousand people chanting loudly and in unison while the legislators are in session. Think about their reaction as they are forced to shoulder their way through the people to get in or out of the building.

Think of the 1960s, when “sit ins” were a non-violent way of “occupying” university administration buildings, city halls, state capitols, and so on. Suppose those protesters then had, instead, merely gathered in parks on the edge of town and uneventfully preached to themselves. How effective would they have been? What if Martin Luther King, Jr. had suddenly stopped organizing huge rallies, and had become content with merely sending out telegrams and making phone calls? That’s where the Tea Party movement is today. The politicians, Democrats and Republicans, have become used to the idea that Tea Party events are distant. That is why we need to “get in their faces.” To be blunt, we need to make them nervous. We need to make them sleep less comfortably. They must be apprehensive every morning that they get up to go vote on higher taxes, increased regulation and more violations of our Constitutional and God-given rights.

Let me be clear: This is not a call to violence. To the contrary, it is a call to civil disobedience. Peaceful resistance is a respectable way to demonstrate displeasure with the government. A thousand people on the steps of the Capitol must be willing to resist requests and orders to disperse. Tea Party people must be willing to remain seated when told to move on, and even willing to accept the risk of being arrested. Imagine the headlines and videos as hundreds of peaceful Tea Partiers are arrested on the steps of the State Capitol, carried off in handcuffs for exercising their First Amendment rights.

Some Republicans in Springfield have hinted that they might try to overturn or repeal the Quinn Tax Hikes. They may or may not succeed. Should they fail, we can only hope that their failure is not due to a lack of effort on their part - or on the part of the Tea Party movement.

The Tea Party’s role in this is destined to be one of two things, whether it acts or not. If the Quinn tax hikes are not overturned, and the Tea Party did not stage a massive rally on the capitol steps in Springfield, we will always wonder how the outcome might have been different had a rally taken place.

On the other hand, what if the Republicans do manage to overturn the tax hikes without any Tea Party occupation of the capitol steps? There would be many who would then regard the Tea Party movement in Illinois as nothing more than a bunch of talkers, even as quitters. The Democrats would merely laugh us off.

Worse, however, the Illinois Republican Party would do the same. The leadership of the Illinois GOP, after all, views the Tea Party as a threat to its own power, sapping its membership and working against some of the GOP’s own anointed candidates. If the Tea Party movement in Illinois does not act, in a big, loud, physically present way, and do it before mid-February, it risks being written off by both political parties as a flash in the pan.

The Tea Party has no choice but to act and to act in a big way. The two most important reasons for this should be obvious: (1) to undo the suicidal Quinn tax hikes, and (2) to save the credibility and recover the momentum of a sputtering Illinois Tea Party movement.

The Tea Party must not let the politicians feel at ease just because the last election is over. It cannot let them get away with that which it has worked so hard to defeat. Tea Partiers must decide if they are armchair warriors or the real deal.

Here's a direct message to Tea Party people: I love you, and have stood by your side at rallies from the beginning. I've supported your efforts through many, many hours of blogging and editing of photos and videos. I am one of you.

But I must tell you this: You love to quote the Declaration of Independence and the Constitution. Some of you call yourselves freedom fighters. Some of you even dress up like Revolutionary War heroes. That’s cute, but ask yourself this: Are you content to merely parrot the Founders and Framers and to perform impromptu street theater and ultimately meaningless imitations of them with your fake powdered wigs while you listen to speeches in a park? Do you think your digital rants shared with “friends” on Facebook, made from the comfort of your desk or the convenience of your iPhone, are accomplishing even one percent of what any one of the Founders did?

Are you ready to get off overtaxed duff and act as the real freedom fighters did in 1776? They did more than talk. They did not fear arrest. They marched, often into battle. They bled. They sacrificed. Many died.

I’m only asking you to march to Springfield to sit on the Capitol steps.

Are you in?

  • The time for passionate talk is past
  • The time for your polite rallies in safe, distant parks has gone by
  • The time for your frantic Facebook posts and titillating tweets is over
  • The time to get real, the time to truly engage is here
  • It is time to get out of your swivel chairs, off of your couches, away from your keyboards and onto your feet
  • It is time to march and time to take to the steps of government offices - and into the halls of the ruling elite
  • It is time to step over the line and into the comfort zones of those who were elected to be our representatives but act instead as our overlords
  • It is time to make the politicians feel uncomfortable in their own space
  • It is time to replace digital rants and quiet meetings with physical action
  • It is time to employ civil disobedience

You Can Stop The Illinois Monster Tax Hike

We can stop it.......The Democrats don't have the votes yet to pass their economy crushing, job killing, freedom stealing 75% tax increase. Governor Quinn, House Speaker Madigan and Senate President Cullerton came to an agreement last week on the proposed tax increase, but they've been unsuccessful in convincing enough Democrat members of the House and Senate to support this man caused disaster. Here's what has taxpayers and businesses across Illinois looking up moving companies: Your personal state income taxes will go up by 75%, increasing to 5.25% of your income. State corporate tax rates will increase to 10.9%, making the taxes on Illinois businesses the highest in the industrial world. Cigarette taxes will go up by $1 to $1.98 per pack. Even if you're not a smoker, this will cause more people to cross the border into Indiana, Wisconsin and Missouri to buy their cigarettes (and other products while they're there), costing the state more revenue. Keep in mind that Chicago is the state's largest border city. We have a structural budget gap in Illinois. The total budget gap is running at a staggering 40%, but the solution is not raising taxes by 75%. The only approach we can count on to solve Illinois' budget crisis is to stop spending. We need to tell our representatives that we want them to vote NO to tax increases, NO to more spending, NO to more borrowing and NO to new government programs. Let's keep the pressure on these people: There are three state representatives running for Chicago city office in February. They need to face the voters next month - we don't have to wait two years to send them a message at the ballot box. They are: Susana Mendoza (D-Chicago). Phone 217-782-7752. Fax 217-782-8917. Mendoza is running for Chicago City Clerk. Email her at staterepmendoza@gmail.com William Burns (D-Chicago). Phone 217-782-2023. Fax 217-782-8569. Burns is running for Alderman in the 4th Ward. Email him at repwillburns@att.net Harry Osterman (D-Chicago). Phone 217-782-8088. Fax 217-782-6592. Osterman is running for Alderman in Chicago's 48th Ward. The Abusive Nature of Illinois Taxes

January 20, 2011 - John DiLeo wrote a great post at Illinois Review about high taxation. He makes an analogy between the abuse dished out by the State of Illinois to business owners and physical abuse. (John's post reminds me of post that I wrote here last July, which use two imaginary burger joints to show the idiocy of higher taxes.) Here's an excerpt from John's post: So, your boss – let’s call him Joe – is just sitting at his desk, diligently working on his computer… trying to see if his business can make it through another year of this painfully long recession without having to lay off any more people... …when, all of a sudden, this guy in an ill-fitting suit walks in, plunks down his state ID, and starts punching Joe in the face. Not constantly, but regularly. About 10.9 times per hour. Finally, at the end of the day, at about 6 or 7 pm, Joe puts on his coat and goes home. A different state employee is there waiting for him. He presents his state ID, and enters the house alongside Joe, and starts punching Joe in the face. Whatever Joe does – sitting in the dining room eating his cold dinner, sitting with his family watching television, dressing for bed, trying to sleep - that state employee is always there, regularly punching him in the face. You could set your metronome by the rhythm, as the punches land at a steady rate of 5.25 times an hour. Continue reading at Illinois Review.... Another must-read post on the subject of Illinois tax madness is by Keith Liscio at Chicago Conservative Examiner today. Keith's piece is titled "Illinois conservative groups united in opposition to lame duck tax increases."

John Kennedy Debates Barack Obama on Taxes (Video)

Dan Mitchell has a great post on BigGovernment. com in which he presented this video. Mitchell wrote, "Here’s a clever video produced by The Winston Group, comparing the tax policies of two Democratic Presidents." Hat tip to @PeterRoskam.

Pat Quinn's Tax Holiday - Good Idea, Bad Execution

Ask most Democrats about lowering taxes to help the economy and they'll roll their eyes and tell you that taxes are good and everybody ("especially the rich") need to pay more. Ask most Democrat state legislators in Illinois why they don't lower taxes to help the economy and you'll get a similar reaction. And yet, yet... Sometimes a temporary burst of sanity hits a Democrat square between his eyes. Illinois Governor Quinn, for example, who is currently touting a "sales tax holiday." Clout Street (Chicago Tribune) reported this on August 6 (my emphasis added): Gov. Pat Quinn today defended his push for a back-to-school sales tax holiday despite the cost to a state government that's badly in the red. The governor predicted that waiving the 5 percent state sales tax will result in more revenue for the state because it will entice more shoppers into stores. Once there, those shoppers will spend on items such as electronics and sports equipment that aren't covered by the tax holiday. More at Clout Street.... Gov. Quinn is correct, of course, but his stand on this only highlights his - and his party's - contradictions about taxes and their effect. Look, this "back-to-school sales tax holiday" is temporary. Now, if Quinn thinks that lowering taxes will (a) result in more revenue for the state because (b) it will "entice more shoppers" to shop, why can't he - and his party - understand that a permanent sales tax cut would do the same thing but for a much, much longer period of time? Furthermore, if Quinn is so cocksure that this will encourage people to buy more back-to-school merchandise, why is it so difficult for him - and his party - to grasp the reality that lowering the sales tax on other merchandise would similarly boost consumer spending and, thereby, sales tax revenues? Note that, unlike Quinn, I speak of "lowering" the sales tax, not "waiving it." I acknowledge the need for some taxation, but the level at which Illinois (and Chicago and Cook County) tax people on just about everything is over the top. What Quinn admits is that lower taxes spur higher levels of consumer purchases. What he does understand is that lowering those taxes significantly would have the same effect, and boost the state's tax revenues even more than his plan would. In addition, why not lower the sales tax on the non-school items that Quinn referred to? Sure, the tax holiday on school items would increase shopping by parents with kids in school. But is Quinn - and his party - really so ignorant as to think that all of them will also "spend on items such as electronics and sports equipment that aren't covered by the tax holiday?" What about the many people in the market for those items who are not shopping for back-to-school items? What's to entice them to buy electronics, sports equipment or anything else in Illinois rather than crossing the border? Gov. Quinn has the right idea in theory, but his plan to execute it is completely wrong. The fastest way to generate more tax revenue for virtually bankrupt Illinois is to lower the sales tax on all items and services. Don't even get me started on the income tax and the myriad number of fees that Illinois imposes on people. As I wrote here on July 13, this may seem counterintuitive, but makes perfect sense: Lower the taxes and suddenly more people can afford to buy more things. From the sales tax on a pack of gum, a washing machine or a condominium, part of the cost is taxes. Your real income is less because it, too, is taxed. When you raise taxes, people have less disposable income. They buy less or go to a neighboring city, county or state where the sales taxes are lower, or move there because the income tax is friendlier. This is simple, basic economics. Any kid running a lemonade understands that higher prices - whether they're higher because of taxes or not - result in fewer sales.

Taxburgers and Fee Fries

English: A cheeseburger.Image via Wikipedia
by T.H. Mannis

I'll serve the burgers in a moment. First, let me say that taxes are sadly misunderstood by Democrats and their liberal-progressive sycophants. It's ironic that the Party of Higher Taxes is so ignorant about the effects and unintended consequences of taxation. It's been proven over and over that net tax revenues rise when taxation levels are lowered.

It's counterintuitive, but makes perfect sense: Lower the taxes and suddenly more people can afford to buy more things. Any kid running a lemonade understands that higher prices result in fewer sales.

Still don't get it? Okay, then, let's get to the hamburgers.

Let's say there are two hamburger joints on the same block. Right Burgers and Lefty Burgers are directly across the street from each other. They serve equally delicious burgers and fries, and their menus are identical. Both restaurants are clean and pleasant. Their prices are identical. Both, for example, charge $4.00 for a cheeseburger. Regular customers like both burger joints, and so each gets an equal share of the local lunch business. There's trouble on the horizon, however...

Tomboy's chili-cheeseburger with friesImage via Wikipedia
One day, the owner of Lefty Burgers decides that he can make more money if he raises the price of his burgers. He rewrites his menu with new pricing, and will now charge $5.00 for a cheeseburger. All of his other prices are raised, too. As he puts his new menu out, he smiles to himself in anticipation of higher revenues.

Lefty Burgers does make more money - temporarily. The owner is happy, but soon more and more people become aware of his higher burger price. Once-loyal customers stop coming in, realizing that the same burger is still available across the street, for less money, at Right Burgers. After two weeks, Lefty Burgers has lost all of its regular customers to Right Burgers. The only business he gets now is the occasional person passing through the neighborhood. Each burger joint used to sell about 200 cheeseburgers each per day.

Suddenly, however, Right Burgers is selling around 380 cheeseburgers per day and Lefty Burgers is selling about 20 per day. The result: Lefty Burgers is making less money, even though its prices are higher. Lefty Burgers lays of three of his six employees. Realizing that he's making less money than before, Lefty decides to raise his prices yet again. After all, shouldn't charging more result in higher revenues?

Right Burgers, fully aware of the situation, decides to put a big new sign out front advertising his newly lowered prices. A month later, Lefty Burgers lays off his remaining three employees and files for bankruptcy. Right Burgers hires all six former Lefty employees and makes plans to remodel and add a new patio.

This is how taxation works, too. If you can cross the county line or state line and get the same burger - or cigarettes, automobile, lawn mower, or anything else - for less money, you do. If you can get the same lifestyle in another county or state for less money, you will do. If you can hold your convention in another city, county or state for less money, you will. If you can open a business in another state for less money, you will. And so on.

Democrats, generally, just don't understand this simple reality. Geniuses like Illinois Governor Pat Quinn, and his fellow Democrats in the state legislature, look at the budgetary situation in the same way that Lefty Burgers looked at his and act in the same way.

It's no wonder, then, that more people are deciding to get their proverbial cheeseburgers in a state other than Illinois. Pat Quinn and Company are engaging in actions that will soon cause this state to file for bankruptcy unless action is taken. They show no willingness to take that action. You ask what that action is? Lower all taxes across the board in Illinois. They won't, however, because ideology and myth always trumps reality for Democrats, liberals and progressives. Don't ask them for fries with that cheeseburger. They'll charge you extra.

MAY 5 ANTI-TAX PROTEST IN SPRINGFIELD

What: Taxed Enough Already (TEA) Rally at the Capitol
Where: The Capitol in Springfield
When: Wednesday, May 5, 12:00 noon CDT

Hundreds of concerned citizens are set to gather Wednesday, May 5 at 12:00 noon CDT in front of the Capitol in Springfield to oppose unsustainable state government spending and Governor Quinn’s proposed 33% income tax increase. After the rally, the citizens will enter the Capitol at 1:00 p.m. to meet with their representatives from the House and Senate.

This rally by the Chicago Tea Party and other Illinois Tea Party groups from across the state will provide a stark contrast from the union sponsored rally in Springfield on April 21. "We can’t afford to pay people to take the day off of work or bus people in by the thousands," stated Chicago Coordinator Steve Stevlic. "You won’t see any big screen TVs, DJs, tents with food, free t-shirts or pre-printed signs. We’ll be paying our own way to deliver a simple message: the people of Illinois can not afford a tax increase in this economy.”

“We plan to tell our legislators what we’re hearing when we talk to our neighbors - we need to balance the state budget with spending cuts, not tax increases. Tax increases hurt struggling families, hurt businesses and will cost us jobs,” said Illinois Tea Party State Director Denise Cattoni.

The citizens will also urge their legislators to support Illinois House Resolution 1057, an audit of state spending to identify waste and end Illinois’ culture of corruption. The resolution has 28 sponsors, including Democrats Rep. Jack Franks and Rep. Keith Farnham.

Credentialed media and local bloggers are invited to cover this event.

Anatomy of a Tea Party Pooping Endorsement

Special Report by Warner Todd Huston (Jan. 25, 2010)

I have come to the conclusion that the Palatine Tea Party group made a hasty decision in picking Joe Walsh for its Illinois 8th Congressional District candidate, hasty and perhaps misguided.

In fact, this choice of Joe Walsh sort of shows the pitfalls that the Tea Party movement in general can fall into. The field of candidates in the 8th District is wide, indeed. There are currently six Republicans running to snag the nomination of the Party and the differences between them are not too great when one looks over their issue statements.

On the surface it would seem that throwing a dart would be just as legitimate a way as any other to make an endorsement in the 8th. But surface gloss can be deceiving and in this case, I believe that the gloss of Joe Walsh's current campaign has blinded the good folks of the Palatine Tea Party group to a certain reality.

As I said there are six candidates for the 8th District nomination. Alphabetically they are:
What’s Wrong With the Palatine Endorsement? From the information that I have been able to ascertain, it seems that one of the reasons that the Palatine Tea Party folks made their late December endorsement is because he won the poll that they hosted on their website. This poll was not scientific nor without controversy, however. The poll had surged overnight at one point with hundreds of votes each for candidates Walsh and rival Dirk Beveridge. This happened because of a technical flaw in the website. Apparently the poll did not record cookies so the same i.p. address could game the poll by hosting repeated votes. It seems that campaign operatives both for Beveridge and Walsh found out about this flaw and flooded the poll with multiple votes for their candidate.

At some point it became impossible to know what votes were legitimate. Still, once a bunch of the votes were simply deleted, Walsh had the most votes and, therefore, got the group's support. I tried to get in touch with Craig Mijares, one of the principles of the Palatine Tea Party Group, because I had a whole raft of questions for him. Sadly after only a few emails, he evaded my communications and refused to answer any more questions. Next thing I knew I was getting emails from candidate Walsh himself at the behest of Mijares (which was good because I was going to contact Walsh next, anyway). It’s hard to escape the feeling that this refusal to answer questions in and of itself shows that this particular group is not yet ready for primetime, unable to face the glare of the spotlight and the tough questions.

I come to this conclusion because the questions I had for Mr. Mijares were more about his group’s process in making the endorsement than they were about Mr. Walsh’s positions -- though I did ask some questions of the later. I am glad Walsh contacted me because he cleared up some facts and took some of my harsh opinion off his candidacy, even as I still have reservations. Anyway, that regrettable business aside, as I said with the similarity of positions between the candidates, this might not have been such a big deal if the surface extended down to the core. But I don't believe it does. Several red flags strike me when reviewing this candidate's history and actions.

What’s Wrong With Joe Walsh? The “Tea Party Candidate”

The first problem is that candidate Joe Walsh was counseled by his former campaign manager to "become" the "tea party candidate," and his strategy was based on that particular plan. Since the Palatine folks endorsed him in December, he's been happily calling himself the "tea party candidate" all over the place. This can be seen on just about any of his latest mass emailings. In his Jan. 20th email, for instance, he says, "I am a 'tea party' conservative first and a Republican second." He's used the tea party candidate line often since December. It all smells of strategerizing, if you will, and a cynical game plan as opposed to any organic happenstance of a candidate whose support grew naturally from the tea party movement.

For myself, I have a major problem with any candidate calling themselves the tea party candidate. There may be A tea party out there, but there is no the tea party. There are thousands of groups calling themselves the tea party this or that, now, and for a candidate to try to lay claim to all of them as their leader is not only insincere, but it is impossible. Of course I expect a good Republican candidate to say that they support the tea party movement and believe in their chief principles. But saying they are the tea party candidate is a step too far towards hubris, in my opinion. It is plain that Walsh formed his strategy on becoming the tea party candidate and heavily courted the Palatine folks on that basis.

But the fact is, there is no evidence that Mr. Joe Walsh ever attended a single tea party event prior to the late December endorsement he received from the Palatine folks. No videos of him speaking at one exists and no tea party event lists him as a participant before December of 2009. At least not one I can find. Now, in my email contact with candidate Walsh I asked him about some of these things. As to the tea parties, in the email exchange he informed me that he never attended any tea party events. “I attended a couple of the healthcare town halls over the summer but no formal tea party events,” he wrote.

So, if he never even attended one before December of 2009 how can he be a "tea party candidate?" He told me it’s because of his positions on the issues. “The reason the tea party movement has endorsed me all over this district is because they see me as one of them: I hit both political parties over the head for all this spending and I view this campaign as much more a revolution to get back to our country's founding principles.”

That is all well and good and Mr. Walsh has said since the beginning of his campaign that he’s always been a fiscal conservative. This can be shown positively because Walsh has run for office several times before. Mr. Walsh ran for Congress as well as the State House but he lost both times. But even then he ran as a fiscal conservative. As it happens, however, during those unsuccessful runs for office he ran as a moderate or liberal Republican on social issues as media reports of his own words shows. An Evanston Review article published in October of 1996 quoted Walsh as saying, "Fiscally, I've always been conservative, but if I've evolved politically, it's been as a social liberal." (In my email with Walsh he did not dispute this quote.)

The Once "Social Liberal" Candidate

Let’s explore some of those “socially liberal” ideas he once espoused. Let's take his past abortion stance, for instance. In 1998 Mr. Walsh ran for Congress for the 10th District saying he would protect a woman's right to choose an abortion. Yet now, only about ten years later, he is suddenly a staunch anti-abortion guy. Walsh claims that his conversion took place about seven years ago and that it is heartfelt. In a recent campaign mailing he addressed this issue.
I began a five-year religious, intellectual, and scientific journey on the life issue after my race in 1998. It was an incredibly deep, long, personal journey of the heart which returned me to my pro-life roots. From that moment in 2003, when I knew in my head and my heart that life began at conception, the pro-life position without exception was where I wanted to be. It was where I had to be.
Yet, in a Jan 14 Daily Herald interview, Walsh is reported as having said that the reason he ran as a pro-abortion candidate in 1996 is because "I was running in Evanston, Ill." Apparently location determines Mr. Walsh's principles, not conviction. Still, it may well be that Walsh changed his mind on abortion. We should all be willing to accept a man's change of heart. After all, Ronald Reagan, one of our most famous Republican heroes, made a mid-life conversion from New Deal voter to arch conservative. Though, Reagan's conversion was a result of decades of thinking and writing on the subject, to be sure. So maybe Walsh really is sincere? And it wouldn't be right to castigate a guy for one issue, right? And so I am not.

Walsh’s Drifting on Gun Issues

The problem is Walsh didn't just change his opinion on one issue. He also changed his mind on gun control -- several times, apparently -- since his previous runs in the 1990s. He was for the gun banning laws in 1998 run for the state house. He also held these and other more liberal views when he unsuccessfully ran for Congress from the 10th District in 1996. But his gun stance is particularly vexing to me. In both 1996 and 1998 he said that he supported a concealed carry law and in 1996 was for the 1994 assault weapons ban. Yet in 1998 when he ran for the State House he said he was now against the assault weapons ban. Fast forward to 2009/2010 and he's still against the assault weapons ban. One of the other more liberal views he was for in the past concerned gay issues. Walsh told me that he’s “always been tolerant of gays regarding their private behavior.”

Today he says he doesn’t support civil unions, believes that marriage should be between only one man and one woman, and supports a Constitutional amendment to define marriage as such. He also says that the issue of civil unions never came up in his past races. This is undoubtedly true as the gay marriage issue did not become really heated until this last decade and his last run was in the 1990s. Still, these are too many abrupt changes for me to feel comfortable with this "tea party candidate." His own statement that he was a “social liberal” is itself enough to raise eyebrows.

Walsh’s “Former Vendor” Lawsuit Then there is the lawsuit that was just filed against Walsh by his former campaign manager, Keith Lisico. Lisico claims that Walsh didn't pay him for his contracted campaign services. For his part, Walsh dismisses the lawsuit as one from but a mere "former vendor." Walsh dissembles, I believe, with this characterization. Lisico was not just a "former vendor" but was Walsh's chief strategist, decade-long friend, and campaign manager. Lately a whisper campaign has been mounted trying to cast Lisico as some sort of Democrat operative or an operative from an opposing candidate. I see no evidence of this at all if for no other reason than that Lisico helped Walsh in previous considerations for a run or office. It isn't like Lisico just showed up out of nowhere in 2009 to help Walsh with his campaign.

Final Assessment of Walsh

So, it seems pretty clear that there are some major reasons to distrust Joe Walsh as a proper, down-the-line conservative candidate, the sort of solid, life-long conservative that a tea party group can support without reservations.

My last problem with the Walsh candidacy is that he doesn’t even live in the district in which he’s currently running. He actually lives in the 10th District. This I suppose is a minor consideration, but it adds to the feeling that Walsh is a bit more mercenary than he tries to let on. Now, as I said, I had an email exchange with the candidate himself over these questions.

As to the gun issue, Mr. Walsh told me that he has always been pro gun. “In 1996, I was for the ban on assault weapons,” he wrote, “which I realized shortly thereafter crazy. But I was always pro gun and pro conceal carry and had a number of attacks pieces thrown my way from my Democratic opponent.”

So, it is certainly possible that the news reports of Walsh’s gun positions from the 1996 race that I related above were incorrect (I am the last person to assume the media is perfect, after all). Still the jumping around on the issue is a bit disconcerting. What makes me wonder about the Palatine folks choice is that tolerance for flip flopping is famously low within the tea party movement, yet this candidate has been a known flip flopper and they still went for him. It makes me wonder how much research they did into his past? Final assessment of Walsh? He’s most certainly a fiscal conservative and small government guy. On that issue he fits well with tea party ideals. But his drifting on social issues is troubling. I also feel he is mischaracterizing this lawsuit situation.

On top of all that, his seeming burning desire to achieve elected office with multiple runs seems far too needy and his jumping from one district to another to try and win office seems a tad too mercenary for my tastes. I envision a more proper tea party candidate as one being either a political neophyte such as Mr. Beveridge, or one with a proven track record of being elected whose ideas fit well enough with the tea party movement such as Maria Rodriguez. These are the reasons I did not endorse Mr. Walsh, though I want to clearly state that if he wins the nomination he should be supported by all good Republicans.

What’s Wrong With Tea Party Groups?

Now, I'll address why I think this shows a limitation to the tea party movement itself. As I said, the Palatine Tea Party folks chose Joe Walsh based on his current stance on the issues as compared to the other candidates coupled with a website poll of their members. This is all well and good on a cursory level. The problem is that these well meaning folks were obviously not aware of Walsh's self-professed more liberal past positions and general statements. And it is obvious they didn't do any research into what Joe Walsh had done and said in the past.

These folks are so new to politics that they likely had no idea that Walsh was a losing candidate several times in the past, and a more liberal candidate at that. This is my own surmise, admittedly, since the group reused to engage me in a conversation on these issues. Anyway, therein lies the problem. Too many tea party folks all across the country are wholly unfamiliar with the political scene upon which they've decided to pass judgment. Many of these groups are filled with newcomers to politics, folks that have no idea what has happened in their area in the past. Their newfound enthusiasm is fantastic and laudable, but limiting in effectiveness on some level.

In fact, I raised this very point with young Zach Oltmanns of the new Illinois Conservatives FaceBook group in a recent interview. He admitted that his BS detector was at first a bit unrefined simply because he was so new to politics. He admitted that a few candidates did fool them in the beginning because they didn’t have enough hard-bitten politicos with them to warn them of this weakness. They are learning to be more skeptical, he told me. This is a perfect example of what I am talking about. Heck, I even had to change an endorsement because I missed as aspect of a candidate that I had initially endorsed.

Now, I support the ideals of the tea party movement. I was there from the beginning and was "in the know" during the planning stages of the big Chicago event when Eric Odom organized the Tax Day Tea Party protest in April of 2009. I attended that event and posted a video report of it. Further, I have been an activist writing on national and local politics since 2001 and have worked with various state policy groups since 2006. I have had my work appear on Rush Limbaugh, Hannity, Boortz, and several other radio shows and I've also been a guest on many of the same. I have appeared in many magazines and newspapers with my work and appeared on CNN and Breitbart TV.

I am not Johnny-come-lately to this whole thing, in other words. Naturally I agree with the sentiment of the tea party movement that distrusts the old political hacks of our past. I agree with them that things need to change. But to completely and out of hand reject any connection to past local political history is a major mistake and could easily lead to bad choices. I contend that the Palatine folks had no knowledge of Walsh's past because they had no one with them that had been intimately knowledgeable of Illinois politics from only as far back as 1998. Joe Walsh was an unknown quantity to them and they took all his glossy campaign claims at face value. It was a mistake born of ignorance of the past. This is a mistake not born of stupidity, not born of malice, but born of mere unfamiliarity. I think this shows a bit of a draw back with tea party groups. Sure they are enthusiastic and that is great. But many of them have a naiveté on the very local political scene in which they want to wield influence and this will surely cause them (collectively) some problems.

I think this Joe Walsh situation is a perfect example of this draw back. Also I have seen many postings railing against one thing or another by tea party folks about their candidates not making the headway that they want to see made but many of these postings show an ignorance of the political rules and regulations that candidates have to live under. Sure some of these rules and regulations need to change, but they are in force and have to be dealt with today despite how bad they may be. Sticking your fingers in your ears and yelling "la,la,la" so that you can't hear about them is not helping anyone get good tea party principles ensconced in government. It all amounts to a problem when so many tea party groups are wholly unfamiliar with the very system and actors that they want to affect.

Anyway, I hope that this story serves as an object lesson. If tea party groups want to begin to back candidates, they'd better do as much research into their candidates as possible instead of just looking at issue statements, reading a glossy campaign flyer, or sitting in the audience of a candidate's forum. There is far more to this politics game that the surface.

Last Words

I know this has been a long piece, but there is one last thing I need to say here. To vote them all back in or to vote them all out are two sides of the same coin. Both are irresponsible and dispense with having to actually think about and evaluate the incumbents. It may be cathartic to scream that we should vote every incumbent out. I’ve been known to yell it a time or two myself. But it just isn’t a responsible position to take. Am I arguing for the status quo? Am I an establishment guy? If you think that you haven’t been paying attention. I’ve been railing against the status quo since before the word “blog” was even widely used.

Further, am I saying the Palatine Tea Party folks are bad? No, I am only saying that I think through naiveté they made a bad decision. That is all. In the end, what I am saying is that we need to inculcate some of the established political realities into our efforts to bring political change.

We need to weed out the sham candidates from the good incumbents. We need to go forward with an informed effort, not some willy-nilly, slam-wham, shotgun effort that is unfocused and uninformed. Anyway, I apologize for how darn long this thing is, but there was a lot at issue. And, as always, I need an editor because I am always one to say in ten words what can be said in two. Anyone want the job? Seriously, though, I know that this one just might raise the ire of a few folks and I wanted to take pains to be as clear as I could, hence the length and wordiness.

Editor's Note: Thanks very much to Warner for posting this important article, which he originally posted at Publius' Forum.

Cook County Board Kills Stroger Tax Cut Veto, 12-5

Finally, some good news for people who live, work or shop in Cook County: That 1/2 cent sales tax that Cook Co. President Todd Stroger loved so much was finally repealed today. The vote was historic, too. As Cook Co. Commissioner Tony Peraica wrote on his Twitter page today, "What a day! County Board made history today, and, for the first time in 175 years (apparently) overrode county President. The County Board proved today that it is not the City Council or the State Legislature, but that it is truly a legislative body. Congrats! " Today's veto override required 11 votes, but it was higher before the Illinois Legislature change the law to lower the requirement. Chicago Breaking News Center reported this: Cook County commissioners today voted to roll back part of a sales tax increase despite an impassioned plea from Board President Todd Stroger that "some people will die needlessly" if health care for the poor is cut as a result. The County Board voted 12-5 to override Stroger's veto of a measure that would cut the county portion of the sales tax from 1.75 percent to 1.25 percent on July 1. The overall sales tax rate in Chicago would drop to 9.75 percent. See the list of how they voted below. The Chicago Sun-Times has this report:

After Stroger successfully vetoed three previous measures to lower the sales tax —and commissioners were unable to muster the 14 votes for an override — suburban state lawmakers stepped in to push for a change in Illinois law that lowered Cook County’s override threshold. In November, Gov. Pat Quinn signed into law a measure lowering the threshold to 11 votes out of 17, or a three-fifths majority, in line with the voting rules of local governing bodies and even [the U.S.] Congress.

All of the five Republicans on the board voted for the override, and the majority of those voting to override Stroger's veto are Democrats. All five commissioners who voted to support Stroger's veto are Democrats. Peraica commented on this as he tweeted live from the meeting: "Com [Larry] Suffredin is arguing the Laffer Curve Theory that says: the higher the taxes, the lower the revenue. Interesting for a democrat." Yes, very interesting, considering that most Democrats will - pardon the expression - laugh in your face when you try to explain the Laffer Curve to them. (Perhaps that's why it's called "Laffer" Curve.) Perhaps it's really not so surprising when you consider that there's an election soon and the smart board member know how furious Cook County voters are with high taxes. Indeed, Suffredin has been hypocritical on the issue. Another Peraica tweet from the meeting: "Com Suffredin (who was the 9th vote last year to raise the sales tax) is now arguing in favor of tax repeal and veto override." In other words (mine), Suffredin and other Democrats on the board don't really care about giving taxpayers relief. They care about getting elected, and that's why they voted the way they did today. HOW THEY VOTED (Republicans in Red): Voting to override and cut taxes: Earlean Collins, D-Chicago Forrest Claypool, D-Chicago John Daley, D-Chicago Bridget Gainer, D-Chicago Elizabeth Gorman, R-Orland Park * (see note below) Gregg Goslin, R-Glenview Tony Peraica, R-Riverside Edwin Reyes, D-Chicago Timothy Schneider, R-Streamwood Peter Silvestri, R-Elmwood Park Robert Steele, D-Chicago Larry Suffredin, D-Evanston Voting against override and preserve tax increase: William Beavers, D-Chicago Jerry Butler, D-Chicago Joseph Mario Moreno, D-Chicago Joan Murphy, D-Crestwood Deborah Sims, D-Chicago * Elizabeth Gorman is a troubling character who has not been good for the Cook County Republican Party. She has senselessly attacked Tony Peraica, the most outspoken voice for real reform that Cook County has ever known. For more about this, see Stroger Ally: Budget Fight All About Race. In a special series of reports about Gorman, Illinois Review wrote that "Liz Gorman seems anything but conservative. In fact, she has surrounded herself with such troubling characters, that it is hard to understand why any ethical politician or leader – Republican or Democrat – would knowingly hitch themselves to her political star." Read the full series on Gorman. Gorman is a political ally of RINO Jim Dodge, an Orland Park village board member who is running for Illinois State Comptroller against conservative Republican William J. Kelly. Stroger Tax Battle Will Be Tweeted Live by Tony Peraica

Drama! Action! Suspense! Peraica! The Cook County Board of Commissioners voted to roll back the "Stroger Sales Tax," but Pres. Todd Stroger vetoed that vote. Tomorrow, Dec. 1, the Board will try to override that veto. You can follow the action as Commissioner Tony Peraica sends out live tweets from the session in real time. Sez Tony on his Twitter page today: "Log on tomorrow at 10 AM for LIVE coverage of the Stroger Sales Tax veto override vote. I will tweet live as history is made." He's opitimistic, too. In another tweet today he wrote, "So far, it appears that 12 commissioners are holding FIRM to override Stroger veto." That's hopeful, since 11 votes are required to override.
