Cook County Sheriff Uncovers Gang Plot to Kill Cops

May 10, 2013 - A Chicago gang allegedly sent out a hit order to kill law enforcement officers, according to the Cook County Sheriff’s Intelligence unit.

"The deadly order," reported Michael Sneed at the Sun-Times,  "came via the Cook County Jail grapevine" and "claims the leadership of the Satan Disciples street gang has called for the formation of an assassination unit entitled the 'Guerilla Mafia Cartel' which would be assigned the deadly mission."

The sheriff’s department shared the alert with 132 Cook County municipalities, including the Chicago Police Department, and also the FBI. “This information is raw and very preliminary,” said a top Chicago police source. “But it is better to be safe than sorry.” More at the Sun-Times.

According to the National Gang Crime Research Center, the Satan's Disciples (SD's) have operations in most of Chicago's surrounding suburbs. They also have a far-reaching national presence. The SD's have been around for 30 years and "are a predominantly Hispanic gang originating from Chicago. The gang is a 'Folks' gang, and uses therefore the six-pointed star in some of its graffiti, but almost always accentuated with its unique trademark of 'Devil' images. It typifies many of the older traditional Chicago-based gangs in respect to being basically an adult-run criminal enterprise that makes extensive use of juveniles in its drug distribution operations. Unlike the majority of those gangs, it has now spread to over 40 Chicago suburbs as well as to 22 other states. It is, therefore, a big player in the American gang crime scene."

Torture, Abuse at Cook County Jail

The next time you hear about "torture" at Gitmo, think about Dr. Linda Lorincz Shelton. She has suffered real torture and abuse right here in Cook County. If you are concerned about torture and abuse by law enforcement officials, violations of human rights by Cook County officials, or the horrible conditions at Cermak Hospital and Cook County Jail, you should know her story. Dr. Shelton is a pediatrician and mental health service provider (presently unlicensed), former medical and biological sciences research scientist (molecular biology, immunology, and experimental pathology with minor experience in forensic pathology), internet writer, civil rights activist, and ex-con. Whoa, "ex-con?" As she writes, she was "wrongfully incarcerated for the false allegation of kicking an officer with my partially paralyzed leg in retaliation for my whistle blower activities against corrupt officials, police, and courts in Illinois and Cook County." She writes extensively - and brilliantly - about the torture and medical neglect that she says she suffered in Cook County Jail and under the heinous, David Fagus-run Cermak Hospital, the jail's infirmary. (Fagus is also the 49th Ward Democrat Committeeman in Chicago, and a close political ally of Alderman Joe Moore. Neither has publicly condemned the repeated human rights violations of Cook County Jail or Cermak Hospital.) Reader Comments on Slave Labor

Kate felt compelled to express her thoughts about our recent post, "Cook County's Slave Labor" (1/31/09). Take it away, Kate: OK, I'm guessing from the "write to us. we dare you." graphic at the bottom of your page that you're probably going to make fun of me for trying to make a point here, but I guess I'm a glutton for punishment. Here goes: I don't think your call for Schaumburg to pay highway workers rather than use free labor makes sense. Schaumburg's part of Cook County, so Schaumburgians (Schaumburgites? Schaumburgers?) are paying taxes to run the Cook County Jail. Why should they pay more taxes to hire paid laborers when there's free labor available from the jail? I realize that's just one example, but I don't see how the argument would be any different for any other part of Cook County. Even the hypothetical teenager denied the opportunity to shovel sidewalks is affected this way -- maybe he (or she) doesn't pay taxes, but his parents and his potential customers do, so he would also be hurt by an increased tax burden. I'm not really arguing in favor of S.W.A.P. here, I'm just saying that there isn't an economic argument against unpaid labor, as much as one would like there to be. If you don't like S.W.A.P., then make a moral argument against it -- but even that's not cut and dry, as you'd be arguing that it's better for everyone if drunk drivers get their three hots and a cot in jail rather than volunteer to do something productive to help the community. You could make the argument that slave labor is inherently an offense to the dignity of free labor, but then you'd be a left-winger, and I'm guessing you're not. Sincerely, Kate [last name withheld by editor] Editor's Response: I'd like to respond your statement that the residents of Schaumburg "are paying taxes to run the Cook County Jail. Why should they pay more taxes to hire paid laborers when there's free labor available from the jail?" Two reasons come to mind, Kate: Security concerns and human dignity. The SWAP prisoners are not chained, and outnumber the guards. In a dense urban environment, it would be easy to overwhelm the guards and disappear into the maze of streets and alleys. Respect for human dignity makes me feel that those prisoners should not be paraded through the streets like pack animals. Surely the county could find useful tasks for them in a more secure environment, where humiliation and the possibility of escape are both greatly reduced. Thanks for your comment, Kate. I did not "make fun of [you] for trying to make a point here," as you feared. Even though you and I disagree, you wrote a cogent, thoughtful and civil response. I respect that. Cook County's Slave Labor

Slave labor is alive and thriving in Cook County, USA. CNB photographed slave labor at work in Chicago's Uptown neighborhood on January 30, 2009. The men shown in these photos were shoveling snow at the intersection of N. Broadway and W. Wilson. (A year ago, on January 27, 2008, The Bench did a story about slave laborers in Rogers Park.) The slaves, also called "inmates" or "prisoners," are in the custody of the Cook County Sheriff, and are put to work in a program called "S.W.A.P." That stands for "Sheriff’s Work Alternative Program." It should be noted that the words "inmate," "prisoner" do not appear in the Cook County Sheriff's description of the program. Although the men are not literally in chains, the S.W.A.P. work units are essentially chain gangs. Here is a description of the S.W.A.P. program, taken from the Cook County Sheriff's web site: "...the Sheriff’s Work Alternative Program (S.W.A.P.) has been one of the most successful, fastest-growing and beneficial programs in the history of the criminal justice system in Cook County. It puts drunk drivers and other low-level offenders to work on the streets of Cook County, doing everything from assisting the Medical Examiner in handling the bodies of victims during the 1994 heat crisis to sandbagging during the 1991 Chicago Flood and the cleaning up after 1996 suburban floods, to removing graffiti and beautifying the County’s public property. Everyone benefits: city and suburban citizens; the jail from reduced overcrowding; and the offenders themselves, who show low recidivism afterwards." The Cook County Sheriff's web site proudly notes this: Under a partnership with the Chicago Transit Authority (CTA), SWAP teams are cleaning buses at the CTA’s five busiest terminals, “This cooperative program gives us cleaner buses at no cost, and the offenders are performing useful work,” said [former] CTA Chairman Valerie Jarrett. "At no cost." Indeed. Local officials love free S.W.A.P. slave labor. Slaves don't usually charge their masters much for the labor they provide. Let's look again at the description above, but this time we'll add the word "slave" to it: "...the Sheriff’s Work Alternative Program (S.W.A.P.) has been one of the most successful, fastest-growing and beneficial programs in the history of the criminal justice system in Cook County. It puts slaves to work on the streets of Cook County, doing everything from assisting the Medical Examiner in handling the bodies of victims during the 1994 heat crisis to sandbagging during the 1991 Chicago Flood and the cleaning up after 1996 suburban floods, to removing graffiti and beautifying the County’s public property. Sheriff’s Work Alternative Programs are used in other counties around the country, not just in Cook County. Slavery seems to be a popular source of labor for the governments of those counties, and the cities and town within them. Free slave labor takes away paid work for non-offenders. Every time a S.W.A.P. group shovels a sidewalk, it could be taking away a paid job from a local teenager. An example of this is the Highway Department of the Township of Schaumburg (IL). In a message from Robert Fecarotta, Highway Commissioner, he lists things that can be expected from his department in 2009. One of them is excerpted here (emphasis added): Continued participation in the S.W.A.P. Program. The department will continue to use this free labor force provided by the Sheriff’s Work Alternative Program. (www.schaumburgtownship.org/highway.htm) How many paying jobs are killed by that? How many people would get that highway department work - and be paid for it - if Schaumburg did not use Cook County's "free labor force?" Cook County Sheriff Blames Fagus for Mess

"You might have recently heard about horrific conditions that allegedly exist at the Cook County Jail," wrote Cook County Sheriff Tom Dart. Yes, we've heard of the mess over there, and we're all horrified by it. Dart's missive appeared in the Huffington Post on August 14. "Maybe you read about unsanitary conditions, a culture that allows for excessive use of physical force and an inability to meet even minimum constitutional standards for inmates," Dart wrote. Those "unsanitary conditions" are at least partly the responsibility of Cermak Health Services of Cook County. Cermak provides health services to Cook County Jail facilities, but too often at a Third World level of quality. The COO of Cermak is David Fagus, friend of 49th Ward Alderman Joe Moore and the 49th Ward Democrat Committeeman. Fagus is a well entrenched Chicago Machine politician who eagerly endorsed Todd Stroger, Rod Blagojevich and fellow Chicago Machine politician Barack Obama. Dart throws blame at Fagus, with naming him, by saying that "criticisms should be directed at Cermak Hospital and those in control of the Cook County Bureau of Health Services." Yes, COO is a person in control. In theory, at least. While I take full responsibility for problems identified within the confines and control of the Cook County Jail, it is important to note that there are numerous portions of the report covering medical care that unfairly blur the line between "Cook County Jail" and "Cermak Hospital." Likewise, more than 80 percent of all inmate grievances filed with our office regularly fall under the auspices health care. Again, our office has no control over Cermak Hospital's budget, employees, health care operations or strategies on care. Those criticisms should be directed at Cermak Hospital and those in control of the Cook County Bureau of Health Services, not our office. David Fagus is the COO of Cermak Health Services of Cook County. Cermak provides health services to Cook County Jail facilities, but too often at Third World levels of quality. "IAD also reported a backlog in resolving use of force cases and incidents involving inmate-on-inmate assaults because it is difficult to obtain medical releases from Cermak, CCJ's on-site health care provider, in a timely manner." "Obtaining medical IAD is under the Sheriff's Office while Cermak is part of the Cook County Bureau of Health. [Obtaining] records from Cermak can take anywhere from six to 12 months, which prevents IAD from bringing prompt closure to an investigation. This type of delay is totally unacceptable, and is devastating for any investigation." "Despite having Cermak physicians treat these serious dental emergencies, inmates continue to suffer needlessly because they do not receive appropriate follow-up care." "...staff involved in the inmate grievance process are frustrated that once a medical or mental health related grievance is referred to Cermak, a response is not forthcoming.... We reviewed numerous grievance files that alleged the need for medical services, some of an emergent nature that showed a referral to Cermak, but contained no actual response to the grievance." "Drain flies are small flies that are found in shower and toilet areas where they lay their eggs in gelatinous organic matter that builds up under the rim of toilets and in floor drains. These flies were noted in several of the divisions including the Cermak medical area where fly traps were being used to capture adult flies. Outbreaks of adult flies have been associated with bronchial asthma in susceptible individuals. Their presence is also a sign of inadequate housekeeping and sanitation." Moore, Fagus, Obama all want nationalized health care. Judging from the nightmare of government-run health care in Cook County, they are either blind to the horrors or selectively choose to ignore them. Power, for some, trumps compassion.

Blogger Blows Police Operation

The Bench would like to correct an error from yesterday's post, "Crack Den Dispersed at 1135 W. Lunt Avenue." We reported that "36 Cook County Sheriff's deputies" were amongst the law enforcement officers that busted up an alleged crack den at 1135 W. Lunt. In fact, it was three deputies, not 36. Damned typos!!!

It is unknown whether any of the officers are gay, but at least one gay man is known to reside in the building.

Slave Laborers Shovel Chicago Sidewalks

Thirty prisoner of the Cook County penal system moved foot by foot, yard by yard down N. Sheridan Road today. They shoveled the sidewalks as sheriff's deputies watched, taking away employment opportunities from unemployed people in Rogers Park and elsewhere. Oh, and posing a very real safety and security problem. Why are these guys out taking away neighborhood jobs? Why can't a dozen high school kids, or anybody else for that matter, be employed by the county for 6.00 or 7.00 dollars an hour? Why is the county shoveling our sidewalks? Why are thirty criminals, armed with snow shovels, allowed to walk down N. Sheridan Road? These men are part of the SWAP program (Sheriff’s Work Alternative Program). In some parts of the country, this is called a chain gang. In most parts of the world, it is known as slave labor. The Cook County Sheriff describes the SWAP program: "During the first 30 days of camp, each detainee is assigned to a work detail inside the Boot Camp facility. If a detainee exhibits proper behavior, he will be given the right to participate in off–site work details. Such work details will be similar to the service provided by the Sheriff’s Work Alternative Program (SWAP), in which nonviolent offenders work on public service projects like cleaning streets, parks and vacant lots while being supervised by specially trained deputies." READ MORE... Such a deal. If a detainee behaves himself, he has earned the privilege of shoveling public sidewalks. Now there's a strong incentive for you.
