Secrecy in the Illinois State Capitol

February 18, 2010 - Yesterday, the Illinois Senate met in private to review a report on state finances. That's right, in private. A secret meeting to discuss the way your tax dollars are being managed - and mismanaged. The media and the public were actually barred from entering the Senate chambers. That's illegal as hell. 

The State-Journal Register reports:
FOR ABOUT 90 MIN­UTES Wednesday, senators gathered be­hind closed doors to hear a presentation from researchers with the Denver-based Na­tional Conference of State Legislatures about state budgets and the national economy. Senate President John Cullerton and Minority Leader Christine Radogno defended closing the meeting, saying that senators would be more comfortable in the discussion if their questions and remarks were not subject to public scrutiny. Cullerton said this applied especially to senators involved in elec­tions
The SJR points out that the closed session is a violation of the Illinois Constitution. To say the least, it stinks and should rightly be viewed with suspicion.

The Chicago Tribune weighed in, too (emphasis added):
At 10 a.m. Wednesday a respected research group, the Pew Center on the States, rolled out a report on severely unfunded pension obligations. One key finding: Illinois ranks dead-last nationally in the percentage of necessary money it has set aside to pay public employees' pensions. 
At precisely that moment, the Illinois Senate was meeting — illegally, we suspect — in closed-door session to hear a presentation about state budget problems nationwide. "You know you're not invited," Senate President John Cullerton told Statehouse reporters — including the Tribune's Ray Long, who was denied entry by the sergeant-at-arms when he sought to follow Cullerton into the meeting room. 
"Not invited," the man said! Perhaps John Cullerton hasn't read the state constitution, which mandates an open invitation to the press and public for meeting such as this.

The Tribune continued:
Think long about that. Cullerton, D-Chicago, and every Democratic and Republican senator who played along, didn't think you — or the reporters who try to keep an eye on politicians for you — had any place in that room. The open-meetings provision of the Illinois Constitution be damned. And never mind that you pay for the salaries, staffs and offices of every lawmaker in attendance: Sorry, citizens, it's your money, not your business. 
Today, two very important items come to my inbox from two important political figures: John Bambenek and Adam Andrzejewski. They write about the secrecy and dark chambers in which Illinois Democrats conduct the state's business in the legislature they control. But make no mistake: There were Republicans complicit in the secret meeting yesterday, too.

The deadlocks, corruption, back room dealing and bullying in Illinois' capitol are legendary, and the overwhelming majority of comes directly from the Democrat Party, which controls the Legislature by majority. Certain Republicans share the blame; more on that in the future.

FIGHTING THE SECRECY: The two important items below are press releases, if you will, but they are well written, informative and factual. The first item comes from John Bambenek, a conservative activist and author of the Put-Back Amendment. The second item is from Adam Andrzejewski, former GOP candidate for governor, who continues his activism.

JOHN BAMBENEK (emphasis added):
Something extraordinary happened yesterday. The Democrat-controlled State Senate led by Democrat John Cullerton discussed our state fiscal crisis. What was extraordinary about it is that they met in secret and locked out the press, the cameras and the public. You read that right, they dealt with state business (and likely their massive tax increase plans) in a backroom. Despite our Constitution requiring the Senate to meet in the open and the intent of the Open Meetings Act to require it, they discussed the mess they caused and how they'll take more of our money behind closed doors. They have no shame. [One] Democrat called it a "joint caucus" meeting, so he says it's okay. I could put on a black cape and run circles under the rotunda and call myself Batman, that doesn't make it true. 
But Democrats like Cullerton get away with word games because they have complete power in the legislature. So does Mike Madigan, and that is the problem. How do you deal with a problem like Mike Madigan? In 2012, I plan to throw him a very pleasant retirement party. Here's how. With some of the top minds in Illinois, we wrote the Put-Back Amendment to end the radical consolidation of power in Springfield. It enacts term limits of 8 years, legislative leaders are limited to 4 years. 
All legislation must be made public for 7 days before a final vote. 25 legislators can force an up or down vote on any bill. No longer is it necessary to kiss Mike Madigan's ring to get good law considered. It ends gerrymandering by requiring maps be drawn on objective criteria with anyone (not just corrupt insiders) being able to participate in the map-drawing process. And it returns to 3-member districts with cumulative voting that we had before 1980. What will it cost to have Mike Madigan's retirement party? Just 1 sheet of 15 signatures. If we want to end the culture of corruption and "secret" meetings in Springfield, it costs each of you one petition with 15 signatures in the next 7 days (Feb 26th). If we get 500,000 signatures total by April, we will get this on the ballot. If the voters say yes, it becomes law.

Adam Andrzejewski, Founder of good government organization For the Good of Illinois, and former Republican Gubernatorial candidate, is calling on the Illinois legislature to meet the standard they themselves have imposed. “Today, the Illinois political class used the statehouse as their personal private meeting hall, abusing the state constitution, the open meetings act, and the spirit of open and transparent Government” stated Andrzejewski. “Illinois is at the juncture of political and financial crisis.”  
For the first time in state history, the Illinois Senate met in private with the National Conference of State Legislatures under a new extra-legal meeting defined as a “joint caucus”. The Illinois Senate gathered discuss the severity of and solutions to the Illinois budget crisis, a topic that is negatively impacting every Illinois citizen and business. Senate Sergeant at Arms held order and barred entry to the press under threat of arrest.  
“The people of Illinois pay for the lights, heat, building, and the salaries of the every state employee and legislator,” said Andrzejewski, “Yet the people of Illinois were locked out of the discussion.” One wonders what the Attorney General, Lisa Madigan, would say about this event. The Attorney General’s website states; “an open, honest and accountable government, the cornerstone of a democracy, can be achieved only through the free and open exchange of information between government and the public’.” 
[On Wednesday, Feb. 17], Andrzejewski filed a “Request for Review" with the "Public Access Counselor" at the Attorney General’s office under the new transparency and Freedom of Information Act reform law signed last year in wake of former Governor Rod Blagojevich’s arrest. Andrzejewski called on Attorney General Lisa Madigan, to render an opinion as to the legality of “joint caucus” meetings of the Illinois Senate in regard to the circumvention of the people’s right to know under the Illinois Constitution or the Open Meetings Act.

Robinson "Thrilled" About Promised Red Light Camera Hearings

February 17, 2010 - The recent protest against red light cameras in Chicago has had a fast and far reaching effect, all the way down to the state capitol in Springfield. Yesterday, Illinois State Senate Transportation Committee Chairman, Senator Martin Sandoval (D-Cicero, 12th District), created a Subcommittee on Red Light Cameras, which will hold public hearings on SB 2466, a bill to ban red light cameras statewide. Sandoval promised - in the official record - that those hearings would be held within two weeks. The Red Light Camera Protest on Valentine's Day was attended by a number of local political candidates. One of those is Adam Robinson (photo), Republican candidate for Illinois State Senate in the 7th District. I asked him for his thoughts on the Sandoval announcement. Here's what Adam Robinson wrote to me: "I was thrilled when I saw that Senator Sandoval agreed to hold public hearings on SB 2466. I applaud our community's residents for taking action and making their voices heard. Without the outpouring of citizen support for this bill that occurred over the past week, SB 2466 would have been buried like so many other good ideas that die in committee down in Springfield. People hate these cameras - they're unsafe, and they're just another underhanded tax forced on our neighborhoods by disconnected lawmakers. The voters of the 7th District want these things removed, now. I'm glad that we were able to force the Transportation Committee to listen." Robinson also posted a statement at his Facebook page. Robinson has been a vocal opponent of the red light cameras for a long time, and will continue to support efforts to ban them in Illinois. (Robinson's opponent, incumbent Heather Steans, has not made any statement about the cameras. My own guess is that Steans will remain silent on this important issue.) One of the best bloggers out there, Chuck Cowdery, bitch slaps State Rep. Heather Steans (actually pronounced "stains"). Like me, Chuck loves to tackle the hypocrisy of Steans. He often writes about fine whiskeys ("and other stuff"), but his Sunday post about the two-faced Steans is sobering. About Heather's Stains

No she didn't, yes she did. Illinois State Sen. Heather Steans (actually pronounced "stains") has a bit of a stink about her. Something doesn't smell right. Steans (actually pronounced "stains") claims that she was never really interested in political office until Carol Ronen resigned her 7th District Illinois Senate seat in January, 2008. However, Steans' own poorly managed, badly written web site contradicts her claims of political innocence. As the Illinois State Senate, of which Steans is a member, gets ready to try Gov. Blagojevich for high offenses, Steans is doing back flips in an effort to convince us that she - like all the others in that cesspool - were surprised and dismayed to learn about Blago's bad behavior when he was arrested on December 9. Like Sergeant Schultz in Hogan's Heroes, Heather Steans professes to know nothing. Steans knows a lot, however, and for her to sit in judgment of Rod Blagojevich is the height of ironic hypocrisy. Let's pause here for a brief backgrounder. Ask Heather Steans and she'll insist that she was not thinking about running for state senate until sometime in 2007. Steans (actually pronounced "stains") was essentially selected - hand picked - by the local Democrat Machine to fill the 7th Senatorial District seat after it was vacated by Ronen upon her retirement (that's a whole bowl of potpourri by itself). It was Ronen, in fact, who personally asked Steans to run to replace her. Steans, it is said, was "very flattered." Carol Ronen's resignation took effect Jan. 7, 2008. The Chicago Reader summed up the events leading to Ronen's resignation: On October 22, [2007] Seventh District state senator Carol Ronen sent out an e-mail with word that she was retiring from her seat on January 7 [2008]. "I am announcing this now so that anyone who wishes to run for the office will be able to file petitions for the February 5, 2008 primary election by the November 5th deadline," she wrote. (Source) Too late, really, because by the time that e-mail went out Steans was already the Chosen One. In fact, Steans was appointed on February 10, 2008 to replace retiring Senator Ronen. Source: Cook-Witter Report, Vol. 23, No. 2, March 2008 (PDF) Everybody else, anyone without connections, that is, was effectively locked out of the process. The Reader nicely presented the evidence of that (emphasis added): Within a day, Heather Steans, a prominent north-side Democratic fund-raiser, announced that she was running and had canvassers rounding up the 1,000 signatures needed to make the ballot. Ronen, who did not return calls for comment, quickly endorsed her. Jan Schakowsky--who plays a curiously active role in the 48th Ward, where Ronen is Democratic committeeman--chimed in with her support. Within a day! That's a pretty quick decision, and a big one at that, for a self-proclaimed political innocent to have made. Nevermind the roughly 348 contributions, totaling over $750,000 that Steans husban Smith have made, $200,000 of which went to Blagojevich's campaigns. Furthermore, to already have a small army of a thousand people gathering signatures for her asks us to suspend our disbelief and pretend that they just appeared out of nowhere, as though none of them were contacted and heavily coordinated for days or weeks by Steans and her supposedly yet-to-be-formed campaign committee. I've worked on campaigns, and it's difficult enough to find a dozen people to pass out flyers let alone a thousnd to patiently get ballot signatures. As for Schakowsky, she shares office space at 5533 N. Broadway with Steans, Ronen (who is now Democrat State Central Committeeman), 48th Ward Alderman Mary Ann Smith and State Rep. Harry Osterman. It's a one-stop shop for influence. It should be noted that Schakowsky shares another one-stop influence shop (photo), up in the 49th Ward, with Alderman Joe Moore, Democrat Committeeman David Fagus, and Cook County Commish Larry Suffredin. Schakowsky's tentacles are long are far reaching. Now, finally, we get to the coup de grace. A full page on the Steans (pronounced "stains") web site, titled "About Heather," is devoted to piece of public relations fluff, dated October 9, 2006 and written by "Administrator," telling us that "Heather Steans brings outstanding experience to her candidacy for the Democratic nomination for 7th District State Senator." What an odd thing to write for somebody who was "surprised" to be invited to run for that position a year later. Perhaps it was a Freudian slip for Steans to post it. October 9, 2006, the date of "About Heather," was posted a full year before Carol Ronen supposedly surprised Steans (pronounced "stains") with the flattering suggestion of running for her soon-to-be-vacated seat. To cut to the chase, Steans (pronounced "stains") was lusting after the senate seat for a long, long time. Well before Ronen publicly announced her intentions to resign, Steans had probably been fully briefed on what was to be by her chum Carol Ronen. Did Steans' huge campaign contributions play any part in her sudden selection? Patrick Fitzgerald might know the answer to that, but we can only speculate. Kennedy School of Government where she serves on the Dean’s Alumni Leadership Council. It is curious, by the way, that Ronen's Illinois General Assembly bio still shows her as a member. BLAGO: THEY IMPEACHED ME FOR BEING GOOD

HE'S NOT QUITTING... DEVELOPING: As Blago speaks.......... "The legislature has been trying to impeach me since November, 2006..." "In my view, those of us who make the rules....should do unto others, as they would do unto you..." "Since the moment of my re-election in November, 2006....the House stood in the way [of my legislation proposals]...." Said the causes of his impeachment are all the great things he's tried to get passed in the state legislature! Blago is craaaaa-zzz-eeeeeeeeeeeeeeee! (I am reminded of a kid who brings home a lousy report card and blames it on the stupid teacher. "The teacher just hates me!") O-MI-GOD, Blagojevich has lost his freeking mind. He's trying to deflect the impeachment charges of abuse of power and corruption by bragging about some guy who got a liver transplant. WTF?!? Blago says he's not guilty of any wrongdoing. Cullerton New Prez of IL State Senate

Late breaking news that State Sen. John Cullerton has been chosen by his Democrat Party to be the next President of the Illinois state Senate, replacing Emil Jones. (You remember the bigot Emil Jones, right?) Also, IL State Senate Republicans made a "very historic move" by naming the first woman ever to be a party leader in the General Assembly. That woman: Sen. Illinois Governor Warns Obama

LO, THE DRAMA! Gov. Blagojevich, his veto pen, Illinois Senate President Emil "You're an Uncle Tom" Jones, the drama of the Do-nothing Democrats in Springfield (kinda like Congress, eh?), and the insertion of His Holiness Barack Obama into the fray! Illinois is fun, and Marathon Pundit points out yet more reasons to love it: Gov. Rod Blagojevich has a warning for Sen. Barack Obama. He predicts that before the presidential election, Obama will regret supporting ethics legislation that Blagojevich calls inadequate. "This is a Republican trap," Blagojevich said. "They're setting Barack Obama up by using this ethics issue in Illinois." More at Marathon Pundit... Gov. Paranoia? The Republicans are setting Obama up for this. Last time I checked, Obama is free to make his own decisions. But this is yet ANOTHER example of the indecisive Obama flip flopping. Emil Jones: History of Racist Remarks

Illinois Senate President and Obama mentor Emil Jones is not new to the game of race baiting. Early in 2007, for example, he gave a thinly veiled racial justification for supporting Barack Obama: Lynn Sweet, in the Chicago Sun-Times, February 6, 2007: "And I know that Barack Obama is our son and he deserves our support." He made a similar race-based appeal to a group of black Democratic activists Friday at a closed Democratic National Committee winter meeting. FULL ARTICLE at Sun-Times...

Emil Jones's Next Move

A highly intriguing post on the Daily Kos, by somebody with a pseudonym, discusses what kind of move Emil Jones might bust next. Jones is currently the President of the Illinois State Senate. He is well connected, as anybody in such a position would be, but Jones has some extraordinary connections. Illinois Governor Blagojevich likes Jones, after all, and not every state legislator is favored by his or her governor. There is talk of Blago offering Jones a nice position in his administration. This assumes, of course, that the same Tony Rezko who could still pull down Barack Obama does not take out out Blagojevich. Jones says he is not interested in being appointed to Barack Obama’s U.S. Senate seat if enough voters remain ignorant and actually elect Obama as president in November. That leaves another option: A big fat cushy appointment to a big fat cushy job in Washington D.C. Oh, and front row seats at the inauguration. Blagojevich + Obama = Ronen

Carol Ronen just screwed you, Illinois Taxpayers.

She abandoned her 7th District constituents to work for Rod Blagojevich, one of the most hated governors in Illinois history.

Ronen worked just eight weeks for the governor earlier this year, but that job will provide her with a windfall of at least $37,995 every year for the rest of her life. MORE at the Sun-Times... Carol Ronen represented District 7 of Illinois as a state senator to Springfield, but vacated the job to work for Gov. Blagovich. That allowed Heather Steans (appropriately pronounced "stains") to be selected by the upstate Democrat Machine to fill that slot. Now, after only two months of working for Blago, Ronen walks off to work for another upstate Machine Democrat, Barack Obama. So now Blagojevich and Obama not only have Tony Rezko, David Fagus and other unsavory characters in common - they now share histories with Carol "Cha-Ching" Ronen. The Un-Democratic Party of Illinois

Yes, you, Illinois voters, are that much-feared "outside entity." So writes the Chicago Tribune today in a piece aptly titled "Contempt for voters." So be it, the Trib continues, All of us in the outside entity now need to ask every Democratic senator we encounter why he or she didn't do more to advance the recall amendment. If you make to-do lists, here are the 21 Democrats whose votes of no or present (the effect is the same) denied you a voice on that amendment: SEE THE LIST and the FULL ARTICLE at the Chicago Tribune... See, folks, this is why some of insist on calling it the "Democrat Party" rather than the "Democratic Party." They love to do undemocratic things. Superdelegates, denying Michigan and Florida voters the oppotunity to participate in primary elections, and stuff like this.

The self-serving scum in the Illinois State Senate have decided that YOU should not be able to recall THEM if they are not doing their jobs satisfactorily. One of the newest scum in the Senate, Heather Steans (photo), predictably voted against the People. Writes John Ruberry today, "This is why we need a new constitution in Illinois. A bill to place a proposal on the November ballot to allow a recall provision for public officials failed in the Illinois State Senate, after easily passing in the House." MORE at Marathon Pundit!...

Where is Suzanne Elder's Media Staff?

Elder talks a good game, and I've no reason to question her sincerity. But she calls herself a Democrat - a progressive Democrat - and she says she's running against the Machine. So be it. We'll have to take her word for it, cross our fingers, and believe that Ms. Elder will truly be a breath of fresh air. Meantime, her campaign staff seems to be asleep at the wheel. A Google News Search for "Suzanne Elder" turns up - nothing. No hits. Nada. Zip. Craig Gernhardt at The Broken Heart has done more on his blog than Elder has in terms of getting media coverage. Ms. Elder needs to send a stern memo to her media people. (Does she even have media people?)

Ricky Hendon, Race Baiting Clown

The Southtown Star nails Illinois Assistant Majority Leader Ricky Hendon, but good. Democrat Hendon is the State Senator from the 5th District. He's also a race baiter in the Jesse Jackson and Al Sharpton style, but with more buffoonery. Writer Phil Kadner redeems himself as a writer by telling us how Hendon is using the now-tired tactic of calling people who disagree with him racists. Gad. State Sen. Ricky Hendon (D-Chicago) implied this week that Madigan's gambling bill is racist because it would place restrictions on minority ownership of a casino that have never been placed on white ownership - although it could be said it allows average blacks an opportunity to invest that average white people have never had. For as little as $5,000, minorities would be able to buy a piece of a casino. Hendon would rather see wealthy black businessmen allowed to purchase large percentages of the new casinos. Indeed. But Kadner doesn't stop there: If Hendon wants to squawk about minorities getting the short end of the stick, he ought to be talking about the property tax system that funds public education in this state.
