Creepy. Hitler could only dream of this kind of power. And not a shot was fired (unless you consider two world wars and all the wars before them to get Europe to this point). All hail the new Holy Roman Empire! EU leaders have signed a treaty in the Portuguese capital, Lisbon, that is expected to greatly alter the way the 27-nation body operates. The treaty creates an EU president and a more powerful foreign policy chief.
