If you go on one of the many "architectural tours" downtown, Im sure you'll hear that Daley introduced some ordnance that said that all waterways had to have some public access.
I honestly dont think that extending the beach and putting in a public walkway will bring in "garbage" and "trouble". Honestly, have you seen the lakefront at the weekend?
It's full of cyclists, runners and skaters. Not a gangbanger to be seen. My god, you could get *beaten* for eating your McDonalds down there.
