Did Barack Obama Design This 61-Star U.S. Flag?

Barack Obama once said that there are 58 states in the USA. While campaigning in Beaverton, Oregon in 2008, BO said, "I've now been in 57 states, I think one left to go. Ah, one left go. Alaska and Hawaii I was not allowed to go to even though I really wanted to visit but my staff would not justify it." That was bad enough, but recently a flag with 61 stars was sold.
