The Australian government's web site says:
Under Section 68 of the Constitution, the Governor-General is also the Commander-in-Chief of the Australian Defence Force, although in practice he or she acts only on the advice of Ministers of the Government. The Minister for Defence is responsible for Australia’s defence policy. [Source]
