Does Heartland Cafe Own This?

The orange and white saw horse seen here was photographed this morning. It was in the rear of the notorious Heartland Cafe, in the open, fenced in storage area.

Is the saw horse City of Chicago property? Again, just asking. It sure looks like public property, doesn't it? Just asking.

If it is city property, will the Heartland return it? Just asking.
