Construction Violation on Morse Avenue

How do they get away with this? This video was taken at 7:10 a.m., Monday, Sept. 24 in the middle of rush hour in the 1400 block of W. Morse Avenue in Chicago's Rogers Park, a rough part of the city. The construction will put up new condos over the site of the old Top Hat Lounge.
