For more than a month now, the U. S. Post Office at 7617 N. Paulina in Rogers Park has been flying a badly tattered flag.

The post office is in a run-down portion of Chicago's 49th Ward in Rogers Park on the southern border of Evanston. Why have the officials at this postal station not replaced this abused flag?
