Silly Request to Increase PEPFAR Funding

World AIDS Day is tomorrow, Saturday, December 1. Fresh faced, well-meaning medical students from several schools gathered at in Chicago's Loop at noon today to make a silly plea for a naive attempt to cure a serious disease simply by throwing more money at corrupt African dictatorships.

The students urged politicians to spend $50 billion to fight "global AIDS." Some signs urged Democrats to reform PEPFAR (President's Emergency Plan for AIDS Relief). Another urged the "next President" to reform it. According to one student, "reform" means spending more money to battle the deadly disease. AIDS is caused by HIV, a virus that is contracted when bodily fluids are exchanged. Examples of that can range from a mother's breast milk to a shared syringe to unprotected sexual contact.

"Our nation pledged $15 billion over five years for HIV/AIDS prevention, treatment and care in many of the poorest nations on Earth...This investment has yielded the best possible return - saved lives," said President George W. Bush, as quoted at http://www.pepfar.gov/.

So how will spending 35 billion dollars more help? I don't know, and neither did the students. I asked several why they wanted $50 billion. One student said that "the more we spend the better chance we have to fight it." Okay, I said, then why stop at $50 billion? Why not ask for $60 billion or better yet, $100 billion? "Don't be ridiculous," she said. But what is magic about the number $50 billion, I persisted. "Well...," she said, and turned away from me. It's a serious question. Throwing gobs of money at problems is not always the cure that is needed.

No amount of money will educate the hundreds of millions of ignorant people in Africa who still believe that raping a 12 year old girl will cure them of AIDS. The nations of Africa have government controlled media that can pump that message out 24/7 for no more than they spend on their media currently. So, how will spending $50 billion U.S. dollars help?

No amount of money will convince African hospitals that they need to clean up their act, literally. Decades of urging and teaching by Western doctors has gone straight over the heads of many hospital administrators and nurses in many parts of Africa. Their poor hygiene practices contribute significantly to the spread of AIDS and of other diseases.

Another group of equally well-meaning and fresh faced naifs gathered at 5:00 p.m. in the same spot. This time, the group was World Vision. They were excited to be embarking on a walk of "6,000 steps tonight to commemorate the 6,000 children that die everyday of AIDS." But the literature says it's for 6,000 orphans. Whatever, the 6,000 steps would take them only up to Oak Street, roughly a mile north.

Wow, what sacrifice. What a hardship they were willing to endure. How brave. How futile.

Westgard's Transparent and Pathetic Move

Local attorney and tragic hypocrite Thomas J. Westgard and I actually agreed on something, which scares the crap out of me. Yesterday, we both criticized Cook County Commissioner William "Big Nuts" Beavers for blaming racism on Cook County President Todd Stroger's inability to get his budget passed. Beavers said on Tuesday that Stroger is having political problems "because he's black."

Yesterday, Westgard wrote, "Beavers and Stroger must really be running out of political power, if they're reduced to such a transparent and pathetic move."

What a load of shit. No no, I agree with what Westgard wrote. But does Westgard really believe what he wrote? Westgard used exactly the same "transparent and pathetic move" himself, as the former campaign chair of the failed Ginderske 2007 aldermanic campaign. Ginderske lost to incumbent Moore in February, who went on to beat Don Gordon in the April run-off. That's when Westgard and others used their own Beavers-like race card.

While Ginderske was still in the race, Joe Moore's flunkies were telling voters - particularly black voters north of Howard Street - that progressive Democrat Jim Ginderske was a Republican who wanted to get rid of all the black people in Rogers Park. This was a complete lie. Westgard protested, of course. Meanwhile, Westgard told anybody who would listen that candidate Don Gordon was a Nazi and a racist.

After Ginderske lost, both he and Westgard jumped into bed with Moore and started telling voters - particularly black voters north of Howard Street - that the moderately liberal Don Gordon was a Republican who wanted to get rid of all the black people in Rogers Park. But it got even uglier.

Westgard repeatedly and viciously called Mr. Gordon a Nazi and a racist. Mr. Gordon is neither, and Westgard knew that. Westgard's ugly, intentional lies were hurtful. But that was his intention. Give Beavers some credit: Unlike Westgard, at least Beavers's lie was not a vicious personal attack intended to destroy an individual's reputation.

As another local blogger wrote at the time, we still await Mr. Westgard's apology. He should do so before hypocritically criticizing Beavers or anybody else for the same sins of which he is so publicly and unrepentantly guilty.

IF TODD STROGER WAS WHITE

One of the biggest racists in Cook County, Commissioner William Beavers, said yesterday that Cook County President Todd Stroger can't get his budget passed "because he's black." He added that a white man would not have the same problems that Stroger does. (See Beavers Plays Race Card - Stupidly) So The Bench considered what things would be like if Todd Stroger was white, not black. If Todd Stroger Was White, he wouldn't be President of Cook County. Many black friends and acquaintances of mine have admitted that the only reason they voted for Stroger was "because he's a brother." Dumb reason, but there it is. If Stroger was not black, far fewer black voters in Cook County would have chosen him. If Todd Stroger Was White, blacks and liberals would call him a racist for the way he has hurt thousands of black and minority poor in this county. One of the biggest - and worst - ways that Stroger's idiotic reign has hurt folks is by severe cuts in county health facilities. Another reason is the way he wants to raise taxes. If Todd Stroger Was White, he'd be called "regressive" by liberals and black leaders. Why? Taxes, pal, taxes. Stroger and his Gang of Thieves want more taxes on already highly taxed cigarettes and alcohol. And hell, just about everything else, including the sales tax, which cover just about everything. But Stroger has two things going for him here: He is black, so liberal black leaders give him a pass. He's a "Democrat," so most knee-jerk libs give him a pass. If Todd Stroger Was White, liberals and Democrats would mockingly call his administration a "dynasty," because he virtually inherited it from his father John. John Stroger was the president of Cook County until he had a stroke during the campaign last year. Tough break for John. No break at all for Cook County residents. If Todd Stroger Was White, none of his supporters would dare charge that he couldn't pass a budget "because he's white" and that board members would not cooperate with him because of race. If they did, they themselves would be called racists by liberals, Dems and the press - and rightly so. If Todd Stroger Was White, William Beavers would hate him for being white. If Todd Stroger Was White, I would not like him any more than I like him as a black guy. If he was white, I would dislike him just as much. This is not about race, contrary to what racists like William Beavers say. It's about intelligence and fiscal responsibility. It's not about black versus white. It's about power hungry, unethical politicians versus the hard working, long suffering residents of Cook County.

"Joe Moore should take a page from Alderman Rainey's play-book on this issue," writes Craig. "We all got a look at the owner of the property who is also the redeveloper. He has not a clue. Screwing Veterans

Marathon Pundit does it again, with this great report about a shameful scandal in Springfield.... In March of 2006, with great fanfare, the university announced the scholarship offer. The understanding within the college, and among supportive public officials such as Lieutenant Governor Patrick Quinn and Rep. Rahm Emanuel, both Democrats, was that the scholarships would be given out immediately. After the dust settled, about 35 veterans, not 110, received scholarships for the 2006-07 school year. The balance, university officials promised, would be awarded over the next two years.Well, it's year two, and I have received credible allegations that far fewer than the expected number of veteran scholarships were awarded to Illinios veterans this year. Spitting on Veterans

Did war protesters spit on GIs returning from Vietnam? Do they spit on veterans today? Looks like some emotions got riled out there by The Bench's recent post, "Rhymes With Witch," in which one of our loonier readers claimed that spitting on Vietnam vets was "an urban myth." Right. I suppose next she'll claim that it's a myth that antiwar protesters in the 60's broke thousands of merchants' storefront windows across the nation, something witnessed by me and by millions of others who lived through that time. That post, in turn, stemmed from a video posted here a few days earlier, in which The Bench wrote that SDS members spat on returning GIs in the 60's. Of course, not all SDS members or antiwar folks spat on veterans, and The Bench did not say or mean to imply that. But the fact is that GIs were spat on by a number of antiwar types. VIDEO EXCLUSIVE: CHICAGO SDS REUNION

The event was advertised, although poorly. In a badly written flier that was haphazardly distributed around the Rogers Park neighborhood in Chicago, a "reunion" of SDS (Students for a Democratic Society) members was promoted. The flier listed the free event as being at "6525 N. Sheridan Road." But that's the corporate address for the entire campus of Loyola University's North Shore Campus in Rogers Park. The flier was written by Rogers Park saloon owner Katy Hogan, whose business partner Michael James was a panelist at the gathering.

I decided to look for old hippies. Surely, I thought, following them would lead me to the meeting. And sure enough, a group of four of them lead me straight to the meeting. (How did they know the exact address?)

The resulting video (below) is stunning, even with the boring segments. Just under 58 minutes long, it is worth watching every minute.

For those of you who may not know what SDS is: "Forming the core of the 1960s counter-cultural movement known collectively as the New Left, Students for a Democratic Society (SDS) was a radical organization that aspired to overthrow America's democratic institutions, remake its government in a Marxist image, and help America's enemies defeat her sons on the battlefield in Vietnam. The group developed from the Student League for Industrial Democracy, the youth branch of the socialist League for Industrial Democracy." (Source) (More information and definitions at Answers.com.)

Indeed, SDS was at the front of the line of those spitting on veterans returning from Vietnam. I have personally been criticized for calling people like Michael James a communist or a socialist. In fact, James and his comrades call themselves communists. If it walks like a duck, quacks like a duck, and calls itself a duck, it's a duck.

Some think SDS is dead. It is not. It may be lame and old, but it is working hard to revive itself. Speakers in the video make it clear that they are targeting students - high school and college - for their dreams of glorious communist revolution.

The panel of four speakers revealed more about themselves than they realized. Feeling comfortable amongst people of similar philosophies, they showed a side of themselves that they don't generally reveal to strangers. Of particular interest to Rogers Park residents is the Michael James segment. James, in practice a capitalist pig who pays low wages to his non-union employees, loves to pose a Vanguard of the Revolution. But all of these senior citizen subversives talk as though they are oppressed, as if The Man still holds them down. And each is an egoist, talking more about themselves than about SDS, in spite of the flier's promise to "tell all" about it.

    Butchered Remains Found in La Grange Park

    Things are getting crazy out in the suburbs, especially in La Grange Park. Some people think poachers are shooting and butchering deer. But perhaps aliens are mutilating the deer?
    This summer Gabb found another deer with a foot cleanly severed, as if it had been sawed off. Nearby was a blood trail and several tracks of what she described as all terrain vehicles. She also claims that bait has been set out for unwary deer in certain areas of the grove. More...

    Fear No Art?

    Really? Okay, not even this? In 1988, a student painting of Harold Washington who was the first black mayor of Chicago was torn down by the city's aldermen based on its content. The painting, "Mirth & Girth" by David Nelson, was of Washington clad only in women's underwear holding a pencil. Washington had died recently and was rumored to be gay. The city council discussed this matter to great length claiming that the author was mentally unstable and the work as a disgrace to the city. The aldermen then met with the school's director and with police had the painting "arrested" for its inflammatory content. More from the School of the Art Institute... You'll note that the Chicago City Council is almost entirely composed of "Democrats." Would they have reacted the same way had David Nelson portrayed Justice Clarence Thomas the same way?

    Bullying, Plain and Simple: Challenging the Thieves of City Hall

    As recently noted, the City Council of Chicago is trying to "legally" steal private property by using eminent domain. This is a very dangerous trend, which has gotten a disappointingly meager reaction from the citizens of Chicago. Bah bah bah. Are you all sheep? Wake up, folks. Your house, apartment building or business may be next. One reader, at least, is not asleep and seems more interested in what's going on that in watching crap on television. It is of great concern that private citizens stand to lose their buildings and businesses just because others think the site could be utilized differently. There are no objective standards or even clear guidelines for doing this sort of thing. It's simply wrong to proceed as it seems things are going. I ask that when this comes before the full City Council on December 12, the rights and welfare of the current owners, and those who are against taking the properties through eminent domain, be fully considered. It is of particular concern that the proposed uses are not the kinds of public projects that eminent domain is supposed to be used for. This could be an incredibly slippery slope, and therefore is important to all Chicagoans. Please be aware that many, many people are against this sort of step. It is bullying, plain and simple, and it's wrong. Newer and bigger is not always better. The Lincoln Square neighborhood is a charming and wonderful mix of many kinds of buildings and businesses, and is a valuable asset to the City. It has a personality and a strong, interesting history.     Westgard's Puddle Freezes

    One of the biggest public works projects in Chicago history is blocked by ice, rendering it impassable. The Westgard Drainage Canal, a massive excavation project completed just this summer, failed to drain water as promised.

    As a result, a large body of water formed at the mouth of the canal, and the recent cold snap caused ice to form. That ice has stopped the flow of water into the canal, thus causing nearby residents to consider sand bagging and even possible evacuation to higher ground. The new body of water has been named Westgard's Puddle, after the namesake of the failed drainage project. Some scientists are already likening Westgard's Puddle to another large man-made body of water, the accidental Salton Sea in Southern California.

    The enhanced photo to the right shows the coldest regions of the flood waters in blue and the warmest areas in red. Scientists have not been able to form a complete theory as to why the Westgard Drainage Canal has failed so completely, but some say it is simply a matter of poor engineering.

    Crime Down in Chicago? How Do You Know???

    Mayor Daley and Joe Moore occasionally do agree, and more often than not that agreement comes in the form of a shared lie. For example, "crime is down" in Chicago. Really? How do you know, Mr. Mayor? How do you know, Mr. Moore? The FBI doesn't even know. The Chicago Tribune ran an Associated Press story today about the 14th annual "City Crime Rankings: Crime in Metropolitan America," published by CQ Press, a unit of Congressional Quarterly Inc. The report, writes the AP, "is based on the FBI's Sept. 24 crime statistics report" and was released yesterday (November 18). Detroit was named as the "most dangerous city" in the U.S. (again), and although 377 other cities were given their dubious rankings, Chicago was not ranked. Why not? Because, according to the AP story, "The study excluded Chicago, Minneapolis, and other Illinois and Minnesota cities because of incomplete data." Incomplete data. So, the FBI doesn't know how to rank Chicago, because they don't know whether Chicago crime is up or down. So why, then, do Mayor Daley and Alderman Moore pretend that they know?     Alderman Joe Moore says crime is down. Updated story about a wicked shooting in Rogers Park early this morning, by News-Star: A 21-year-old man shot multiple times on a North Side Rogers Park neighborhood street early Friday is hospitalized in critical condition, police said. Milton Ervin, whose last known address was in the area of Rogers Park, was at St. Francis Hospital in Evanston in surgery suffering from multiple gunshot wounds, according to Rogers Park District police Capt. Robert Whalen. Ervin was shot in the abdomen, upper right arm, lower back and left buttocks, Whalen said. Ervin was being uncooperative with police on the details of the shooting but police believe it occurred about 4:15 a.m. [at] 7053 N. Ravenswood Ave., the captain said. FULL ARTICLE...     NASA: Global Warming is "Natural"

    No, NASA did not put that way. Not in those words, not exactly, but their very recent report essentially says that while global climate change is happening, it's not the way Al Gore says it is. Not at all, in fact. The climate changes are actually "the result of natural ocean circulation patterns." The report is titled "NASA Sees Arctic Ocean Circulation Do an About-Face." Reporting in Geophysical Research Letters, the authors attribute the reversal to a weakened Arctic Oscillation, a major atmospheric circulation pattern in the northern hemisphere. The weakening reduced the salinity of the upper ocean near the North Pole, decreasing its weight and changing its circulation. "Our study confirms many changes seen in upper Arctic Ocean circulation in the 1990s were mostly decadal in nature, rather than trends caused by global warming," said Morison. "While some 1990s climate trends, such as declines in Arctic sea ice extent, have continued, these results suggest at least for the 'wet' part of the Arctic -- the Arctic Ocean -- circulation reverted to conditions like those prevalent before the 1990s," he added.     Joe Moore on Tax Hike: Desperate, Hypocritical Liar

    Chicago's 49th Ward Alderman "Stumpy" Joe Moore has come out as one of the city councilmen opposed to Mayor Daley's obscene tax increase, passed yesterday by a bunch of fellow thieves who - like the Mayor - just want to pull more money out of your pocket. So, Moore should be praised for opposing this huge tax increase, right? No, not really. If Joe Moore was not a sociopath, if he was a man with a normal conscience, he would not have come out against this tax increase. He would have stayed, rather, true to his colors, true to his own philosophy. Democrat Joe Moore consorts with the likes of Cook County President "Taxing" Todd Stroger, public trough pig David Fagus, and big spending Democrat Congressgal Jan Schakowsky. Moore makes his living from your tax dollars. With all the pretty rhetoric coming from Moore and other hacks, NOT ONE OF THEM proposed trimming the budget in a serious way. NOT ONE OF THESE THIEVING BASTARDS suggested that actually lowering taxes would encourage people to move into or stay in Chicago, attract new businesses and jobs, help the working poor, and ultimately increase the total tax revenue. Not one of them. In his own remarks to the City Council yesterday, he said, "Over the years, I have supported far more Mayoral budgets than I have opposed." Does this sound like a guy who generally favors lower taxes? Was that a Freudian slip by Mr. Moore? So why should Moore oppose Daley's tax hike? Has he spoken out against Stroger's tax hikes? How about Schakowsky's miserable voting record when it comes to taxes? Has he ever urged David Fagus to take a cut in his publicly provided salary? Will Joe Moore urge the Chicago City Council to cut their own salaries, to at least give a gesture of moral support for the people that they - as a collective body - are robbing? Moore's political career in trouble, and he knows it. His life in politics is at a fork in the road after barely surviving a run-off election that he and his Democratic National Committee (DNC) pals spent many hundreds of thousand of dollars on, and under the shadow of heavy and numerous accusations of illegitimate polling place hijinks. His DNC controllers must surely be watching him closely, wondering if they would be wise to pour money into any of his future campaigns, whether for alderman or a run for Congress. Which brings us back to why Joe Moore, a man under a dark cloud, came out so vociferously against Mayor Daley's tax hike. He's trying to suck up to the voters of the 49th Ward, which has shown that it has a changing demographic and will likely not re-elect him in 2011. Moore knows that his "opposition" to Daley's tax hike will be read and heard by people in this congressional district, too. He's playing to the current base, but he's also playing to the future possibilities. He's working on his public image. Moore also said in his remarks yesterday to the Council, "Unfortunately, this is one proposed budget I will not be able to support." Uh huh, because before this year Moore had no reason to question his own future. Suck up, Joe, suck up. To wit, his idiotic e-mail, dated today, in which he "explains" his "opposition" to Daley's organized fleecing of the City of Chicago. [Links in the text below were added by The Bench.] Alderman Moore Votes to Oppose Budget and Tax Increases Wed, 14 Nov 2007 Dear Neighbor, The City Council yesterday voted to approve Mayor Daley's proposed 2008 budget that called for $276.5 million in taxes, fines and fees, including a revised $83.4 million property tax increase, the largest in Chicago's history. The budget passed 37 to 13, and the property tax was approved 29 to21. They were the closest budget votes in Mayor Daley's 19 years in office. I voted to oppose both the budget and the tax increases. Given the many documented instances of waste, fraud and corruption, I did not believe the budget contained enough assurances that the taxpayers' dollars would be spent honestly and efficiently. And I was also concerned that the tax package placed a disproportionate burden on low and middle income residents. The budget contained one bit of good news. The blue cart recycling program will be expanded to the 49th Ward next year. If you receive city garbage pick-up, the city will also collect your recyclable materials once every two weeks. Implementation of the program will begin in the second half of next year. Below are my remarks on the budget, which I delivered yesterday in the City Council. Please feel free to share your comments. Sincerely, Joe Moore REMARKS OF ALDERMAN JOE MOORE REGARDING PROPOSED 2008 CITY BUDGET November 13, 2007 Mr. President and members of the City Council, this is the 17th time that I will cast my vote on the City of Chicago budget and the revenue packages to finance the budget. Over the years, I have supported far more Mayoral budgets than I have opposed. Unfortunately, this is one proposed budget I will not be able to support. I am very mindful of the budgetary and fiscal challenges our city faces, challenges of a size and scope not seen since the Great Depression. Chicago is not alone in this regard. Cities and towns across America face financial crises more dire than our own, and have been forced to drastically cut even the most vital public services. Our Budget Director, Bennett Johnston, has performed yeoman's work in crafting a balanced budget during these very difficult financial times. I congratulate him on his professionalism. The cost of providing for police and fire protection, affordable housing, quality schools, adequate health care and basic city services continues to increase and the resources to pay for those essential needs continue to dwindle. The current slowdown in the nation's economy undoubtedly contributes to our budgetary difficulties. But an even greater contributing factor is our federal government's completely misplaced priorities. We may have our disagreements over this budget, but let's make very clear who the real enemy is. The Bush Administration cut spending on Community Development Block Grants, Head Start, education, child care, affordable housing, energy assistance and a vast array of other programs to help people. At the same time, it gave the richest five percent of Americans tax cuts of $92 billion in one year alone. While federal assistance to cities and towns faced the chopping block every year since 2001, the Bush Administration doubled the spending on national defense. Spending on the war in Iraq has cost our nation's treasury nearly half a trillion dollars. Chicago taxpayers alone have spent $4.9 billion on that misguided and senseless war, nearly equal to our city's budget for an entire year. Put another way, each Chicago ward sent an average of $98 million to Iraq. Thanks in large part to these misplaced national priorities, the gap between the rich and poor is wider than at any point in the last 80 years. Government can play a key role in alleviating this disparity, and ensuring that no one is left behind. But tragically federal government policies in the last 30 years have served only to exacerbate that disparity, leaving millions of Americans to fend for themselves. We at the local level have no choice but to step in and fill the void left by the federal government. Over the last 20 years, Chicago has risen to the challenge. Despite the lack of federal support, Mayor Daley, with the help of the City Council, has launched an array of initiatives to improve the quality of life in our neighborhoods. From affordable housing to AIDS prevention, from green roofs to community policing, from libraries to Neighborhoods Alive, I supported those initiatives and the budgets which financed them. But those who believe in the power of government to promote the common good and build a more just society must do more than simply point out that city services cost money and the federal government isn't living up to its obligations. We must also insist that the hard earned dollars we collect from the taxpayers are raised fairly and spent honestly and efficiently. Unfortunately, the taxes and fees proposed in this budget are neither fairly raised, nor can we be assured they will always be honestly and efficiently spent. The taxes and fees we are asked to support today fall disproportionately on poor and middle class individuals and families. Of the 51 taxes and fees proposed, only one is targeted specifically at business. And while both homeowners and businesses pay the property tax, it is a regressive tax that has a disproportionate impact on low and moderate income people and those living on a fixed income. If more taxes and fees are necessary to maintain government services, the burden must be shared by all who benefit from those services. Under the current proposals, average taxpayers are carrying far more than their fair share. This budget also does little to assure taxpayers their dollars will be spent honestly and efficiently. Nothing has eroded public confidence in our local government more than the constant drumbeat of criminal indictments and convictions of people who have enriched themselves at public expense. And nothing has made the public more cynical than the endless string of broken promises to end business as usual in city government. How can we ask a retiree on a fixed income to pay another $100 in property taxes on her home when the City pays $1.2 million to a politically connected developer for property that the developer had bought for $50,000? How many bottles of water must be sold to pay for the $12 million fund created to compensate victims of the city's rigged hiring system? How many parking tickets must be written to cover the $10 million in legal fees that have already been spent to defend John Burge and his cohorts? How many sewer and water fees must be paid to cover the costs of the fraudulent "minority" contracts awarded to politically connected white-owned businesses? How many red light runners must be caught on camera to make up for the $40 million a year that was spent for do-nothing hired truckers? Is there any doubt why people feel so angry and betrayed by their local government? Before we in local government ask people to dig deeper in their pockets, we must demonstrate a true commitment to eliminating waste, inefficiency and corruption in our midst. Unfortunately, this budget fails to do so. The budget gives only a token amount of additional resources to the Inspector General's Office--the only agency in city government with any demonstrated record of uncovering corruption and waste. And the additional inspectors in his new budget merely replace those that were diverted to work with the federal monitor in the Shakman case. Rather than spend $2.5 million to create the so-called Office of Compliance, an agency of suspect independence that consists primarily of employees from other city departments, the Administration could have used those dollars to staff a truly independent agency that not only roots out corruption but also uncovers waste and inefficiency. Such a commitment of resources would go a long way to convince our citizens that Chicago was truly committed to cleaning its house. And rather than running up never-ending legal bills, and leaving the city taxpayers vulnerable to multi-million dollar court judgments, the city's law department could actually settle the Jon Burge cases and begin to heal the wounds from one of the most heinous police misconduct cases in our nation's history. Such an action is not only the right thing to do morally, but could potentially save the city's taxpayers tens of millions of dollars. At a time when local government is needed more than ever to fill the void left by the misplaced priorities of our federal government, we must restore public confidence in our ability to raise revenue fairly and deliver services honestly and efficiently. Because this budget fails to do either in any meaningful way, I must vote "no."

    Another one of the homeless in Chicago's downtown. Mayor Daley says there are only 24 living "in downtown" Chicago, but anybody who has ever walked around the Loop knows better. This guy was just loungin' on the sidewalk, not caring that he posed a hazard to scurrying pedestrians. Looked well fed, too. That's a weird thing about Chicago's downtown homeless - none of them, I mean none of the hundreds that I've ever seen look like they're in danger of starving. Many, in fact, are overweight. Only in America.

More than 20 people were arrested Wednesday for allegedly using fake badges to gain access to secure areas of O'Hare Airport.     CTA approves new fare increases By STACY WARDEN of the Chi-Town Daily News Nov. 07, 2007 CTA officials today approved massive service cuts and fare increases for January 2008 to cope with a projected $158 million budget gap. The agency had planned service cuts and fare hikes for Sunday, but a $21 million grant from Gov. Rod Blagojevich allowed the CTA to continue normal operation. If fare increases go into effect Jan. 20, the cheapest ride will be $2.25. Those using cash will pay $3.25 for a ride on the El during rush hour, Chicago Card users will pay $2.50.     More bullshit from 49th Ward Alderman Joe "Stumpy" Moore. In spite of the fact that Moore's office removed me from their email list, a number of people always forward theirs to me. Here's the latest load of crap. From: "ward49@cityofchicago.org" To: The Bench Subject: Alderman Moore's City Council Report Date: Tue, 6 Nov 2007 ALDERMAN MOORE'S CITY COUNCIL REPORT Dear Neighbor, For most of October, my legislative life has revolved around the Mayor's proposed City Budget for 2008. I've spent countless hours reviewing multiple books issued by the Mayor's Budget Office, attending budget briefings and hearings (held all day, every day, from October 15th to October 22nd), and listening to the comments and suggestions that so many 49th Ward residents have shared by e-mail and phone. THE BENCH COMMENT: Moore wrote, "For most of October, my legislative life has..." Huh? Shouldn't he have left out the word "has" in that sentence? The report was emailed out on Tuesday, November 6. So either Moore is still high on the pain killers from his recent backyard defingering or he has a very poor command of the English language. Or, maybe, he wrote this about a week ago and just got around to sending it yesterday? But the actual budget vote is still at least one week away-- tentatively scheduled for Tuesday, November 13th. In the meantime, a more routine City Council meeting was held on Wednesday, October 31st, where the main business was the approval of resolutions and commendations, as well as new appointments. As is sometimes the case, the pre-and post-meeting activities were of greater substance. Before the meeting, SEIU Local 880 held a press conference along with Aldermen Ed Smith (28th), Denise Dixon (24th), and myself, to call on the City's Purchasing Department to deny future funding to a large for-profit home care agency, Family Home Service, which has a history of poor senior care and bad labor practices. Needless to say, when the well- being of seniors and workers are both endangered by a single cause, it is time to take action and challenge the source of the problem. THE BENCH COMMENT: The SEIU had dozens of outsiders in the 49th Ward campaigning for Moore in the last election cycle. The Bench has photos of several of them violating polling place rules. Moore is deeply indebted to the SEIU and this probably influenced his reaction to this situation. At the conclusion of its meeting, the City Council held a public hearing, in which members of the public were invited to offer their opinions about the proposed budget. This is the only time of year when the public is invited to testify before the full Council committee meetings. Approximately 35 speakers signed up to testify, with some also answering multiple questions from aldermen. Among those speaking were the president of the Civic Federation (against any new taxes, for more privatization), a Wrigleyville bar owner (explaining how increasing the liquor tax could hurt small businesses like hers), and many speakers on behalf of the Chicago Public Library (fearing that library funding would be imperiled if the property tax is not increased). THE BENCH COMMENT: Will Mr. Moore ask Harold Washington Public Library to stay open past 5:00 p.m. on weekdays so that working stiffs might be able to use it? The issues of taxes vs. services, waste vs. efficiency, and out- sourcing vs. city jobs are complex and not well-served by simplified blog-like arguments. I voiced three concerns at the public hearing: 1. I find it unfair that the libraries are being singled out in the tax debate. Ten years ago, the libraries were successful in obtaining a dedicated source of funding through the property tax, which has helped them tremendously to expand (including the construction of our own Rogers Park branch). It is simply wrong to put them on the front lines of the current fight, and I would propose that if the property tax proposal is scaled back, the burden should not fall on the libraries. 2. Privatization is not a panacea for budget woes. We have all seen with such City scandals like "Hired Truck," where private companies, especially when they are politically connected and poorly supervised, are far more costly to taxpayers than operations staffed by City workers. THE BENCH COMMENT: Privatization is not a panacea when it is supervised by corrupt public officials. The "Hired Truck" scandals stem from government officials, elected and otherwise, allowing and encouraging the corruption. 3. I've said it before, but it bears repeating: It is imperative that the Inspector General receive adequate funding and staff to carry out his mandate, not only to address corruption, but to address waste and inefficiencies in the departments. THE BENCH COMMENT: Joe Moore, like most of his colleagues on the Council, is full of crap. If he really meant this, he would call for the City Council to overturn its rule that prohibits the Chicago's Inspector General from investigating Aldermen. Pretty hypocritical, huh? Already, the hearings, the discussions, and the input from city residents are remolding the final budget. Just yesterday, Mayor Daley and his City Council allies introduced revised tax and budget proposals (reducing most of the initial proposed tax increases, including the property tax), as well as restricting new hiring, adding unpaid furlough days for City workers, and eliminating vacancies. Unfortunately, the City is also proposing delaying much needed new services, such as a six-month wait before the blue-cart recycling program is allowed to expand to additional wards, including the 49th Ward. THE BENCH COMMENT: "Much needed?" The blue-cart recycling program, which is a big cluster boondoggle, is "much needed?" Is Joe Moore kidding? Or is he correct to assume that you're really that stupid? Again, the issues are not simple and the answers not easy. I promise to keep you informed as the budget process continues. The next City Council meeting is scheduled for tomorrow, Wednesday, November 7th, at 10 a.m. THE BENCH COMMENT: Hey, Mister Moore, why not propose that the meetings be at 7:00 p.m., so we working stiffs can attend?     Two Republicans Run For 49th Ward Committeeman

    I don't know who Kevin Fullam is, but if he's got a pulse he'll make a better 49th Ward Republican Committeeman than Robert "Who?" Shearer. Incumbent Shearer has been so ineffective that only a handful of people know who he is. He has mounted no challenge to any of the voting during his tenure as a committeeman. He asked for help in getting the required sixteen (16!) petition signatures to get on the February ballot. If you are sick of the way dominant David Fagus, the Democrat committeeman in the 49th Ward, has been allowing corruption, polling place shenanigans and generally sucking up to Alderman Joe Moore, vote for the Republican Kevin Fullam. Note to Democrats - You can vote for this guy if you're sick of Fagus. What is a Ward Committeeman? Thanks to Kevin Robinson at the Chicagoist, who provided this handy answer: Ward Committeeman can be a very powerful position. Sometimes they control the ward, such as John Daley in the eleventh ward, and other times they are controlled by the alderman, such as David Fagus in the 49th. In some instances, the alderman is also the committeeman, such as Tom Tunney in the 44th. John Daley, for example, has the power to anoint (or destroy) the person that will be alderman in the 11th Ward. Either way, the role carries with it both the glory of being an insider and the clout that comes with being so close to an alderman. In most cases, if the committeeman bows to his patron, he will have the privilege of doling out jobs, favors, and services around the ward, and occasionally he will be able to put his people in other political positions outside of the ward. Although we aren't voting for ward committeemen this time around, elections such as this one are when the committeeman really gets to shine, going out into the community and whipping up money, volunteers, and support for not only the alderman, but also the slate of candidates that the ward party organization has endorsed. That's why you see stuff that says, for example, 29th Ward Democratic Club. This is the organization that the committeeman runs. They raise money, put out literature for candidates, rally the troops, and get out the vote.

    Exclusive: Alderman Moore Cuts Off Own Finger

    On Sunday, November 4, Chicago Alderman Joe Moore severed his own middle finger on his left hand. This comes to The Bench from reliable sources. The 49th Ward Alderman was trimming a tree in the back yard of his house on Fargo when the saw he was using found an unintended target - his middle finger. His current girlfriend was in the yard with him. "I think I just cut off my finger," Moore said calmly, according to sources. "Oh my, you should see a doctor," said his current girlfriend in a masterful understatement. Alderman Moore was rushed to a nearby emergency room, where he was given very heavy sedatives and a quick reattachment of the severed digit. Moore spent most of Monday in the company of a hand surgeon. He was offered more extremely heavy sedatives. There is speculation that Moore's act of self mutilation was not entirely accidental. Some sources say it may have been an unconscious act of repentance for snubbing the Rogers Park Garden Group's recent award ceremony with Mayor Daley.
